Investigation And Analysis Of The Basic Farmland Protection Will In Fukang City

According to the " the second national land survey the main data bulletin", cultivated area in our country is 0.135 billion ha, The per capita arable land area of 0.08 ha, that is less than half of the world average level. Human makes living from basic farmland, which is the essence of China’s arable land., There are 41.6 thousand ha of arable land in Fukang City.Only 28.7 thousand ha of them are been protected. In recent years, the economy and the construction are developed rapidly in Fukang. The population is also increased to 220 thousand people. More and more non farm land are demanded because of the city,s construction.So the protection of cultivated land and basic farmland is facing tremendous pressure.In this context, the paper attempts to analyzes the meaning of protection on the basic farmland, the protection system, the cognition of the plan and the participation intentions in Fukang city, Jiuyunjie Chengguan and Ziniquanzi town.The research shows that the protection system of basic farmland has been put into practice for many years, but in the actual implementation of the process, it just stay in the policy, the public doesn’t put too much emphasis on the protection of basic farmland and the cognition of the plan and the participation intentions. Farmers are the ones who direct contact the basic farmland. But their protection of basic farmland is relatively weak. There are some problems still existing in the protection of basic farmland in Fukang city, so some suggestions are given in this paper.
