The Research Of The Efficiency And Its Influence Factors Of Forestry Farmers Operate Economic Forests In Gannan Former Central Soviet Area

Economic development falls behind and the life level of farmers is comparatively poverty in Gannan Former Central Soviet Area, where the economic forests comparative superiority is much more outstanding and the resource endowment ability is much stronger.Whereas the obvious resource superiority hasn’t highly effectively been changed into the economic superiority. With that one-household forestry farmers have become the economic forests operation main operators, their operation efficiency is paid much attention to by scholars at home and abroad.Under the existing conditions, it is around the corner that how to practically improve the efficiency of forestry farmers operate economic forests to speed up the resource superiority to change into the economic superiority and increase the forestry farmers’ income, develop forestry economic, change forestry region poverty into rich.Based on the input-output theory, productive efficiency theory and forestry sustainable development theory and so on, the article took Ganzhou、Fuzhou thirteen counties(cities)as the study range in Gannan Soviet Area and took two hundred one-household forestry farmers as the research objects. Firstly, it used DEA method to measure the economic forests operation efficiency and drew conclusions that: the total operation efficiency(CRS),pure technical efficiency(VRS)and scale efficiency(SCA)of one-household were much lower compared with united households, cooperation households and contract households so that the one-household operation type would gradually be replaced by all kinds of main united operation types. Ninety-four percent of invalid DEA forestry farmers were mostly located in an increasing returns to scale trend. Operation efficiency would increase if operational scale was expanded moderately. Secondly, it used“Tobit Regression Model”to empirically analyze the key factors which affected economic forests operation efficiency.The influence factors were as follows: economic forests annual capital investment(positive), operation management model(positive), the degree of marketing sales channel unblocked(positive), whether forestry farmers accepted economic forests science technology train or not, woodland blocks(negative) and gender(not significant), age(not significant), education degree(not significant), the proportion of the number of farming in household population(not significant), whether forestry farmers signed up for the forestry cooperation organizations or not(not significant). Finally, some enlightenment policies(referred to“seven heights measure”)were put forward to increase the operationefficiency as follows according to the specific problems and the key influence factors: one,it was so high efficiency that the moderate operation scale should be enlarged to increase scale operation level; two, it was so high scale that the pace of mating reform of collective forestry right system should be drove to improve the capital investment level; three, it was so high hierarchy that the economic forests woodland should be scientifically integrated and recombined to reduce the woodland fragmentation degree; four, it was so high view that forestry farmers operation management concepts should be changed to advocate intensive highly efficiently operation; five, it was so high platform that a coordinated process of “production-supply-sales-trade” of economic forests should be implemented to promote the marketing sales route smoothly; six, it was so high frequency that forestry science and technology train into countryside should be strengthened to make the implementation of forestry science and technology innovation drive; seven, it was so high standard that forestry classified operation policies should be carried out so that ecological and economical benefits could be given consideration to.
