The power industry plays a fundamental role to promote national economic development, is the lifeblood of the country’s economic development. Security and stability of power supply is directly related to security of energy, economic development and social interests. In power market system gradually explore the development process of maturing in China, the power industry gradually transfer from the structure of the executive branch to the corporate system separation between government and enterprises, which will bring more opportunities and challenges to power enterprise. In order to adapt to the market development, the operation of electric power enterprises will face greater risks, whether it is an urgent demand for electricity to conduct enterprise reform, or their social perspective responsibility, enhance power management level is far-reaching.Based on the market demand of electric power companies, and the context of development of competitive electricity market, to study how to adapt the development of modern enterprises, how to improve performance management of human resources in power companies by optimizing management and allocation of human resources. This paper combines the current development of power industry in China, analysis of common problems in performance management, and combined with the actual management situation Power Supply Bureau of Huhehaote, made an empirical analysis of its performance management system to run. The article first introduces the concept and theories applied, research background and significance; according to the characteristics of the power supply industry enterprises, outlines the development process of the performance management model in power supply enterprise, whereby summed up the problems of performance management system to run in power supply enterprises; performance appraisal is a core part of the performance management system, plays an important role for the strategic development of the electricity companies to achieve their goals. To this end, the fourth part of the article first introduced performance appraisal system design content in power supply enterprise, defined the principles and objectives of performance appraisal system in electric power enterprise, and according to the needs of the development of power supply bureau of Huhehaote designed scheme: Performance Evaluation of Power Supply Bureau in Huhehaote divided into three levels for the monthly assessment, semi-annual and annually; performance indicators, including four key indicators, namely monthly tasks, common metrics, management improvement indicators; assessment is divided into monthly and annual appraisal. To ensure the normal operation of the checking mechanism,Huhehaote Power Supply Bureau made monthly assessment procedures and the proportion of the annual assessment processing system. In order to ensure a fair, open and reasonable assessment of the implementation of the record, give workers the right to appeal. Part V took Power Supply Bureau in Huhehaote, for example, made an empirical analysis of performance appraisal system operation in power enterprise, combined with the management organization background in power supply bureau of Huhehaote build the total of target responsibility system of power supply bureau of Huhehaote, then design the performance of evaluation program, analyzed the effect of the operation of the establishment of performance management system. Finally, made conclusions about the empirical analysis of the foregoing, and found advantages and disadvantages of this mode of performance appraisal and management system, then performance appraisal management outlook.
