Performance management, the essence of the human resource management, is of great significance in improving the level of organizational management, enhancing the incentive mechanism and realizing strategic targets of the organization. The electric power industry is the most important fundamental energy industry in China’s national economic development and is beneficial to the people’s livelihood. In the 2011 revolution of Main-Supplement Separating of the electric power, M Electric Power Design Institute, one of the reform enterprises, separated itself from State Grid Corporation of China and joined China Electric Power Construction Group Limited Company. The revolution has brought about an open market for electric power design as well as fierce market competition, which impel the M Electric Power Design Institute to realize transformation and upgrading. The development and improvement, however, require high-qualified talents. Therefore, establishing an equitable and effective performance appraisal system is extremely important in that it would motivate the employees, improve the labor productivity and fulfill their potential. As the manufacturing staff serve as the main force in creating benefits in electric power design institutes, the institute is confronted with a major issue of reinforcing the performance management of the manufacturing staff and strengthening the performance of the whole organization as well as the crew. This paper aims to establish a brand-new performance management system, which would be applied to most electric power design institutes and provide them with experience in improving management and revolution. The paper will begin with the research of performance management systems in electric power design institutes at home and abroad. Then it will give an introduction to the basic theories as well as the major methods of performance management. By presenting the institutional framework, personal structure and the development of the performance management in M Electric Power Design Institute, this paper will probe into the existing problems of the performance management in current days. Then a three-dimensioned performance appraisal will be proposed, namely work achievement, productive capability and attitude towards work. With the help of appraisal tools such as key performance indicators and full-circle appraisal, performance index would be confirmed. After that, index weight would be ensured with the analysis hierarchy process. In this way, a systematic frame of staff performance management in design institutes would gradually come into being. To ensure a trouble-free operation of the whole performance appraisal system and guarantee a complete, systematic and accurate system, this paper will give explicit explains to the implementation process and steps of the staff performance appraisal system, and also work out complete plans for the performance appraisal system, which contain several steps including performance scheme, operation, appraisal, feedback and improvement. Furthermore, suggestions and assumptions will be put forward in terms of the application of the performance consequences, which would enrich and consummate the performance appraisal system in M Electric Power Design Institute. The assessment index system and the implementation plan of the performance management in this paper can be applied to most places and provincial design institutes. They would enrich the theoretical study and provide guidance in the practice of performance management in the electric power design industry. Besides, they would offer a thought or method for the performance-based management during the period of transformation and upgrading of enterprises.
