Research Of Dong’an County Financial Policy Promote Rural Economic Development

Agriculture as the basic industry of the national economy, has a great role in promoting rural economic development. Strong external advantages and weak internal disadvantages of agriculture determine the government must invest in it, to solve the problem of market lost its functions in the process of allocating agricultural resources and make up the natural weak position. Effective fiscal policy is the key to the promotion of agricultural and rural economic development and effectively solve the "three rural" issue. The 2008 financial crisis had caused more severe impact on a backward agriculture in Dong’an County, and seriously affected the development of rural economy of Dong’an County. Therefore, this paper studies how to optimize the structure of financial support for agriculture of Dong’an County,, how to improve the income of farmers, how to improve the transfer payment system to promote rural economic development of Dong’an County, which has important practical significance.This paper is based on a lot of literature and relevant theoretical analysis, the analysis of the financial policy of promoting the development of rural economy in Dong’an County,the development of rural economy in Dong’an county is pointed out that the lack of financial funds, the low education level of farmers, the financial support for agriculture is not complete and the structure is not complete, the financial policies of the higher level of the imperfect restrict the development of rural economy in Dong’an county. The experience of financial policies for the development of rural economy in the domestic and foreign counties, the positive financial transfer payment, the effective infrastructure construction, the government guidance, the famous product and the characteristic tourism development are the important power to promote the rural economic development. According to the above analysis, the development of rural economy in Dong’an county should formulate corresponding financial policies according to its concrete characteristics. This paper puts forward the development of the agricultural and industrial enterprises, the development of the leading enterprises and the development of the characteristic tourism, and expanding the financial resources, Strengthen the tax collection and administration to enhance the financial security; set up special funds to cultivate farmers, so that farmers really master a professional skills; increase the intensity of financial support for agriculture, highlight the key of financial support for agriculture, and simplify the administrative expenses of the township government to construct the stable growth mechanism of government funds for agriculture.
