Research On Financial Support For Rural Construction

Our country is a big agricultural country.Rural development plays an important role in promoting our economic and social development.However,influenced by the "scissors gap"in the price of industrial and agricultural products and the dual system of urban and rural areas since the founding of the People's Republic of China,rural historical debts are relatively high.Weak agriculture,backward rural areas and poor farmers have become common problems in rural areas,which not only affects the development of rural society,but also hinders the realization of a well-off society.In order to coordinate urban and rural development,to meet the yearning of hundreds of millions of farmers for a better life,and in accordance with the general requirements of industrial prosperity,ecological livability,rural civilization,effective governance and affluent life,China put forward the strategy of Rural Revitalization in 2018,which provides a new strategic plan for rural construction.In the process of rural construction in China,the state finance plays a decisive role,but there are also some outstanding problems.This paper mainly focuses on financial support for rural economic construction,promoting the progress of agricultural science and technology,establishing and improving infrastructure,improving rural social undertakings and other aspects,looking for the "short board" of financial support for agriculture,refining their research conclusions and policy proposals.This paper expounds the theoretical basis of fiscal promotion of rural construction,analyses the principle of fiscal role in rural construction,summarizes the process of fiscal role in rural construction in different historical periods,introduces the current situation of rural construction in China,and points out that there are imbalances in the structure of financial support for agriculture,inadequate investment in funds,and incomplete financial-related support institutions in rural construction.Good,lack of legal restraint and supervision.This paper briefly combs the specific practices of typical foreign countries in rural construction,draws lessons from their mature experience,and in view of some problems in the allocation and use of expenditure financial support for agriculture funds,digs deep into the causes behind,puts forward that we should increase the channels of agricultural support funds,enrich the ways of financial support for agriculture,improve the efficiency of the use of agricultural support funds,optimize the investment structure of agricultural support funds.Some operable suggestions,such as improving the top-level design of relevant functional departments,promoting villagers'autonomy and improving the supervision system,are aimed at enriching the financial policy system for agriculture,improving the efficiency of the use of financial funds for agriculture,and promoting the process of rural construction in China.
