| With the use and implementation of paid-land system in China, the development of land market is gradually mature and the value of the land asset increasingly turns out. However, how to distribute the incremental incomes produced by the collective land has aroused a prominent contradiction. This issue is not only related to the construction and economic development of the whole country, but also concerns the vital interests of the farmers who lose their land. It is extremely unreasonable that among the huge incremental incomes produced by the collective land, only a very small component could be attributed to the farmers who owned the land before. Therefore, how to make a reasonable distribution between different interests holders, how to scientifically measure the losses, and how to establish a more normative allocation system are all becoming critical issues in demand to be solved.Based on the study of the related problems of incremental incomes produced by collective land, the definition of related concepts, the summarization of the related methods, and the analysis of related processes, this article explored deeply on the unreasonable phenomenon. During the research, a number of research methods were utilized, including literature research method, survey method, quantitative and qualitative combined analysis method, observation method and the experience summary method. A systematical framework was established: "Literature Analysis- Concept Definition – Theory Construction-Case Analysis – Problems Suggested – Advises Proposedâ€. All of the above were used to conduct a details research of the collective land’s increment income issue. By the study and research, we concluded that there was plenty of unreasonableness existing in the current collective land’s incremental income distribution system and it was very difficult for the landless farmers to acquire a rational compensation. This paper put forward several innovative theories, like the “Three Stages Method†for the measurement of land’s incremental income, the “Virtual Stock Cooperation Systemâ€, and the “Subsequent Compensation Methodâ€, which were all referred for the improvement of our country’s collective land’s incremental income system in the future.The main content of the article is composed of four parts. The first part is Chapter1 and 2. This part is the theoretical foundation, mainly conducting the theory research. It reviewed both the domestic and overseas research evolution, analyzed the relating concepts and theories, summed up the research methods and listed out the framework and technical roadmap. In Chapter1, we mainly discussed the basic theory and policy, the land use right system, the legal issues, the calculation of land’s incremental income and the model study. Chapter 2, as the theoretical basis, mainly clarified several definitions, including the land property rights system, the collective land ownership, the land’s incremental income and its distribution, and the concept of "Price to Who" theory.The second part consists of Chapter 3, 4 and 5. It mainly described the collective land ownership system, the collective land value-added model, and the collective land allocation system and methods. It analyzed the existing problems in the current system and put forward the collective land value-added “Three stages measurement method" and "Three stages distribution method". Chapter 3 took an analysis of the current status and problems of the land property rights system. Chapter4 classified the collective land’s incremental income and built a model. In the model, common calculation method was applied. Analysis and discussion were conducted with the three following elements: land transfer price without incremental incomes, land’s incremental incomes at the change of the land’s property, and the land incremental incomes after the change of land property. In the study of calculation method of the land’s incremental income, the article divided it into three stages and two units. The first unit included the first and third stages calculation and the second unit comprised the second stage of measurement. In view of the different unit, different calculation methods would be applied. Chapter5 mainly studied the allocation of land increment income. It analyzed the interest entity and the distribution system by means of the “Three-stages methodâ€. The “Three stages Distribution Method†and the “Three stages Calculation Method†interacted with each other.The third part of this paper is Chapter 6. Based on the research of relevant data in Zhengzhou City, with the consolidation and calculation of the land transfer prices in Zhengzhou City, combined with Zhengzhou City’s consumption status, relevant problems were put forward and the corresponding solutions were raised.The last part consists of Chapter 7. It pointed out the existing problems in the collective land property rights system, put forward suggestions of how to compensate for the farmers during the land expropriation, and proposed two brand-new thoughts. |
