Study On Land Price Compensation Standard Calculation Method In Chinese Actual Requisiting Land System

With the rapid economic development and accelerated urbanization process, the land compensation issue has been got attention widely by the community. However, with increasing development of the market economic system, land requisition compensation work revealed many problems gradually. Based on the relevant data and recurred to the use of computers and GIS, the paper, a case in Zhangqiu City, explored the calculation of land compensation standard and discussed a number of issues in the process of land requisition, and came to the following conclusions:(1) Based on agricultural land type, crop yield and the amount of cultivated land per capita, per capita income, land location and other factors, the paper used clustering analysis, spatial interpolation and find distance method to carve up the study region, and the paper increased the quantitative extent and maintained the integrity of the region, and reduced the heavy workload, and got a scientific and accurate evaluation results.(2) In order to raise the "landless farmer" living standards and protect their legitimate rights, the paper introduced three methods to calculate the land compensation standard, than the result of "the original report," the results of calculations improved 0.6%-56.8% , uniform annual production-value increased 57.6%. And the change of compensation margin was between 246 to 11929 yuan/mu, and built a better joining for the region and outside the region.(3) It was that interests distribution was illogical, land compensation standard was low , resettlement and social security were unstable and land requisition system was outdated had become the issue which need to be resolved urgently. And the main causes of the problems included the dual structure in urban and rural division, a blurry definition of property rights, corpus absence of rural collective land as well as the value tropism of government's behalf. Thus, measures of improving social security system of landless farmer, strengthening employment support, changing the "one-time compensation" to "permanent benefit", following a fair market price and reasonable distribution of benefits, claritying of rural collective land ownership and defining the scope of land requisition strictly should be taken immediately.
