Reaserch On The Reform Of Mixed Ownership Of State-owned Enterprises

Since the Chinese twelfth CPC Central Committee third plenary meeting on October 1984, the reform of state-owned enterprises has become the central area of China’s economic system reform. State-owned enterprises has experienced more than 30 years of development, from the initial "decentralization of power and transfer of profits" way of reform gradually transition to the reform to establish modern enterprise system reform, etc. However, the reform of state-owned enterprises so far still has a lot of failed to solve problems, such as authority and enterprise and can’t clarify the right and duty. Especially in recent years,the reform of state-owned enterprises gradually slow pace, the situation of the reform of state-owned enterprises is not optimistic.Aimed at this situation, the third Plenary Session of the 18 th CPC Central Committee has point out: "Actively develop a diversified ownership economy. Diversified ownership integrated by State capital,collective capital and private capital is the prime method for materializing the basic economic system...",points out the direction of further reform of state-owned enterprises, which is mixed ownership reform of state-owned enterprises. In fact, mixed ownership reform of state-owned enterprises no matter in theory or from the reform practice, is not a new concept, the third Plenary Session of the 18 th CPC Central Committee just put forward and emphasized it again. But it has a profound meaning, on one hand it means the last mixed ownership reform of state-owned enterprises have limitations, on the other hand is emphasized the next reform must have some new breakthrough. Only diversification of investment is not enough, it is more important to establish a fair market environment, complete corporate governance structure, and consummate modern enterprise system.This article analysis the literature of the mixed ownership reform of state-owned enterprises first. On this basis, then comb the process of Chinese reform of state-owned enterprises, divide the reform of state-owned enterprises in China into five stages. Then combine present situation of state-owned enterprises in China, find out of China’s state-owned enterprises still exist independent market player status is not complete, etc. The mixed ownership reform is effective way to solve the existing shortage of state-owned enterprises, It can promote national economic growth and create property rights basis forseparation of enterprise from administration, etc. However, the reform of state-owned enterprises to really produce these effects, is in need of some basic premise as a guarantee, these premise include: government exit intervention from the most competitive areas, to establish a fair and openly competition in the market environment, established corporate governance structure, and so on. Our countries must make clear specification in these fields of management measures, thus to effectively play the role of the mixed ownership reform.As a subsystem in the national economic system, the reform of state-owned enterprises in henan province is followed the common approaches of the reform of state-owned enterprises in China, however,the reform of state-owned enterprises in henan province was fall behind obviously. On the one hand, the layout structure of state-owned enterprises is very unreasonable, the rate in public products and public welfare area is too low, and also obviously deficiencies in the field of strategic emerging industries, etc.However, the unreasonable structure also failed to bring huge profits of state-owned enterprises in henan province, the further reform of state-owned enterprises in henan province is still urgent. The next step in henan mixed ownership reform is still need to be performed within the framework of national, but the provincial level should also be planned and innovation.
