As the maturity of China’s reform and open and gradual improvement of market-orient economy, human resource has become the vital factor for an enterprise’s competiveness. The staff with its own unique advantages is the basis of applying and creating human resource for an enterprise. The method of managing and administrating them validly is crucial for the enterprise’s human resource. Besides, it is indeed important to ignite and motivate their passion by manifold incentive policy, particularly for the high-tech enterprise which focuses on technique innovation. Only by supervising and stimulating the intellectual staff, the enterprise can obtain core competiveness and realize the goal of continuous development.Operation performance for high-tech enterprise principally is accomplished by technique innovation, the polar of which is the staff with its own merits. Obviously how to manage their staff effectively for such enterprise is significant. The satisfaction of the intellectual staff for the enterprise they work for can influence their attitude and motivation toward their job directly. Whether the administrator and board of the enterprise can formulate an effective incentive policy or not can affect the staff’s working enthusiasm and satisfaction immediately. Moreover it has a direct effect on the development, even the survival of an enterprise. The object between the intellectual staff and the normal staff is different. For the intellectual staff, they are prone to cater for the spiritual satisfaction. Due to the development condition of China’s macroeconomic at present, the salary, working and living situation is lagging behind the developed countries. Therefore the enterprise’ administrators should take efforts to meet the special needs of the intellectual staff. This dissertation concentrates on the method of formulating a valid managing and administrating system for the intellectual staff based on current condition of An company by analysis of the difference between the normal staff and the intellectual staff.This paper insists on the principle of the combination of theory and practice and emphasis the importance of the intellectual staff for high-tech enterprise, according to characteristics of high-tech enterprise, such as the innovation, high-risk, talent intensive, high cost input and so on. At the same time, by analyzing the features of intellectual staff, such as their initiative, self-concentrated, strong motive of acquire new knowledge, mobility for job and so on, this paper discuss the approach of motivate their passion based on relevant incentive theory. From the successful examples of other companies both domestic and abroad, taking the example of An example, this dissertation will focus on find out an effective way to build valid incentive policy and system which is suitable for An company for its specialty.
