China(Shanghai) Pilot Free Trade Zone has been set up for over one year. And about it there has already been several third party assessments, engaging different assessment models, assessment methods and assessment systems. Therefore all these assessment reports have different focus and assess results. The writer insists that one of the most import aims of China(Shanghai) Pilot Free Trade Zone is to give management to the enterprises from the government so that both sides can benefits. To achieve this, it is essential to balance the interests of both sides. The success and problems in the year of running the free trade zone can directly and thoroughly reflect the real effect of the free zone policy, including the reaction of free zone administration, local enterprises, foreign companies, educational sectors, medical sectors and environmental sectors. Also we need to consider the ‘spillover effect’ of the free zone to the surrounding areas.Accordingly, the article will use the company assessment stakeholder model to assess the implementation of the free zone. The assessment will be departed into four parts, which is core stakeholders, important stakeholders, indirect stakeholders and marginal stakeholders. With the help of the article, we are seeking to establish a multilayer and multifaceted assessment system to see through the implement and effect of the China(Shanghai) Pilot Free Trade Zone with a more objective and more thorough assessment.
