As a special public resources product, the quantity and quality of arable land is closely related to the national food security. It plays an important role in the state security and social stability. In order to know the changes of arable land quality, it is necessary to explore a method to monitor the arable land qualities and set up a arable land quality monitoring system. In this paper we took Hunan province as an example, used the farming system, cropping system, elevation and soil conditions as the elements of natural partition; land use coefficient as the element of land use partition; the farmers’ income as the element of land benefit, and then formed a new partition of "natural factors-land use-income level" by the combination of the three elements, chose different monitoring points from the different partitions, and did some researches on the layout method for arable land qualities monitoring site.Using the combinations of the natural factors, land use partitions and income level partitions, we formed different kinds of partitions. Based on the area of the graphs, we selected237monitoring points. Among them,27points were arranged in2to4soil level,51points in5to7level,97points in8to10level,62points in11to14level, the land qualities of the selected monitoring points can not only embody the natural differences of the monitoring area, but also can reflect the social and economic differences, social and economic differences lead to the changes of cultivated land area, inputs and outputs and other factors which directly affect the average grain yield stability. Compared with the number of monitoring sample points on each attribute value ratio and the distribution trend of cultivated land area ratio, results showed that the distribution trends between the sample representativeness and the selected type are consistent, use this method to establish the provincial level of cultivated land quality monitoring sample system, we can do a long-term monitoring of the stock of cultivated land of whole province to reflect the space-time changes of cultivated land qualities.
