With the growth of economic globalization in depth, shows thecharacteristics of regionalization of world economy. In order to get the initiativein the increasingly fierce environment of international competition, countriesand regions have to strengthen the construction of innovation system andenhance capability of innovation as the primary development strategy. With thelimited resources, the efficiency of the regional innovation system(RIS)determines the competitiveness of the region in future. Practices from the worldshows that the advantage of regional competitiveness is the amount ofhigh-quality talents of science and technology. As an outstanding group oftalents, S&T talent is the internal driving engine of the RIS, which produce theknowledge spillover and technological innovation that promote the accelerateddevelopment of RIS. The innovation subjects of RIS are the carriers of S&Ttalent aggregation, and it is created the preconditions for S&T talentaggregation by the transfer and pervasion of knowledge, application andexploitation of technology among the innovation subjects. At the same time,RIS provides an appropriate supporting atmosphere of innovation for S&Ttalent. Therefore, there is a strong correlation between S&T talent aggregationand RIS.In order to adapt to the economic situation, Shanxi has taken amounts ofmeasures on the construction of RIS. The reduction of the scale of innovationsubjects, enervation of innovation ability and energy are resulted from the single model of industry of resource. Configuration of innovation resources andexternal support environment are the reasons mainly causing the science andtechnology divorced from enterprises and market. Meanwhile, the number of S&T talents is relatively insufficient and the degree of S&T talent aggregationalso doesn’t catch the level. And it has not yet reflected the leading effect on theRIS. The research will be significant for promoting the level of S&T talentaggregation and the development of RIS.This paper discusses the theoretical relationship between S&T talentaggregation and RIS by using the theories of Human Resource Management,Aggregation Economy and Regional Innovation, etc. Then it analyzes theinternal relationship by empirical study. Firstly, it studies the relationship ofcoupling coordination by the model of coupling correlation and coordination.Then it analyzes the long-term balanced stable relationship and the cause-effectrelationship of the two by cointegration test and Granger test by Eviews7.2. Atthe same time, it combines with the error correction model to analyze the effectof fluctuation of short-term. Finally, it puts forward to the strategies onenhancing the level of S&T talent aggregation and RIS of Shanxi.The innovations of the paper: Construct evaluation system of S&T talentaggregation and RIS. Combine with the model of coupling correlation andcoordination to analyze the relationship of coupling coordination of S&T talentaggregation and RIS. Adopt the cointegration test and Granger test to analyzethe relationship of long-term stable and the cause-effect of the two.
