Research On Monitoring And Evalution On Ethod Of World Bank Loan Water-saving Irrigation Project

The development of modern agriculture and increasing the income offarmers has become a major task of building a well-off society.Theimplementation of world bank loan project of water-saving irrigation not onlymaked the water saved and yield increased,but also its advanced design idea,highly effective water-saving measures and good effect play an exemplary rolefor agricultural water saving,at the same time,technology diffusion and theimprovement of personnel quality are of great significance to water-savingagriculture industry.Based on the word bank loan project of water-savingirrigation in Shanxi,monitoring and evaluation methods of the implementationis studied in this paper. Project of monitoring and evaluation is not only an important part of themodern project management,but also an important management ofwater-saving measure.It whether the water-saving irrigation can achieve theultimate goal or not depends on its own conditions and externalenvironment,as well as whether it objectivly and reasonably reflected thedetermined expected goal or nor, inaddition,to a large extent it depends on thescientificity in the implementation process of water-saving irrigation projectand the ability to adapt to environment impact.Monitoring and evaluation ofproject aims to propose solutions to the problems and correct the deviations sothat it ensures the project is in an orderly manner.Therefore,the work ofcarrying out monitoring and evaluation is becoming increasingly important.Based on the above understanding,the main contents of this study are asfollows:Firstly,through the description of the world bank loan project ofwater-saving irrigation,summarize the progress and development ofEngineering-Agriculture-Management-Monitoring integrated water-savingmeasures mode,study the monitoring methods of various indicators, andconstruct the system of monitoring and evaluation of the world bank loanproject of water-saving irrigation based on ET control andmanagement;Secondly,digital the water saving effect,investigate the idea of"real-saving"and agricultural income increasing under theEngineering-Agriculture-Management-Monitoring integrated water-savingmeasures,and summarize agricultural water productivity and ET calculation methods;Thirdly,according to the water-saving agricultural conservationcontent, using the analytic hierarchy process to establish the index system ofthe world bank loan project of water-saving irrigation and calculate the indexweight,individually evaluate each index and comprehensivly evaluate theproject use set pair analysis model,in addition, analyse problems in the worldbank loan project of water-saving irrigation construction and future directions.The system of monitoring and evaluation of the world bank loan projectof water-saving irrigation based on ET control and management is a uniquearrangement,and there is no prior experience in country to follow.This studyaims to provide reference for follow-up agricultural projects constraction andproject management by researching the system of monitoring and evaluation ofthe world bank loan project of water-saving irrigation in shanxi,besides,andplays a regulatory role in the application of other industries using the worldbank loans.The direction of future research is to improve the evaluation index systemof water-saving irrigation project and optimize comprehensive evaluationmathematical model.
