Study On The Promotion Of Water Saving Irrigation Technology Of Rice In Zhejiang Province

Water resources shortage and quality-induced water shortage have been the major factors that restricting the economic development of Zhejiang Province from the perspective of resources and environment.Currently,the main problems for the rice irrigation is the rice cultivation with high water consumption may lead to water waste and agricultural non-point source pollution is serious in paddy fields.The water saving irrigation technology allowing more farmers to master the scientific method of irrigation,is helpful for saving water resources and protecting environment.Therefore,it is important to promote the water saving irrigation technology.This dissertation aims to study the current status of the water saving irrigation technology in the Zhejiang Province,then explore the challenges of the promotion of this technology before offering the countermeasures and suggestions.The scientific and technological personnel who had participated in the water saving irrigation technology in the Zhejiang Province and the farmers living in Yongkang(hilly and mountainous area)and Pinghu(plain area)who have conducted this technology were interviewed and investigated by questionnaires.Based on the analysis of data,which was collected from the survey,it was found that there were several issues in the promotion of water saving irrigation technology: systems of promotion were not robust and there was a lack of sufficient funding;as the frequent variation of promotion staffs,the quality of the service was not as good as it was required;the technology was not well applied by the farmers because of their limited educational level;technology promotion scale is small,the farmer uses the enthusiasm is not high;farmers ideological limitations,water conservation awareness is not strong.In order to solve the problems existing in the promotion of water saving irrigation technology,suggestions are provided as follows: improving the promotion systems and broaden the sources of funds;strengthening the training of the promotion staffs to improve their technical skills of promotion;increasing the forms of the technical promotion and focusing mainly on the rate of farmers' acceptance;Focus on the promotion of large grain size,the benefit of water saving;enhancing the advertisement of the concept of water-saving and pollution-reduction to improve farmers' awareness of water-saving.
