| China’s housing accumulation fund (HAF) system is a public housing policyestablished for solving housing problems, and is an important part of housing guaranteesystem. As a compulsive housing savings, it is mutually supportive. It was firstperformed in Shanghai in1991, and then was extended nationwide. During the past over20years, this system has encouraged the reform and development of the urban housingsystem, and played an important role in solving housing difficulties, in changinghousing and consumption attitudes, in deepening the reform of housing system, and inconstructing multi-level housing guarantee systems. With the“low-deposit-and-low-loan†policy of interest rates, the HAF can be flexibly withdrawnfor purchasing, building, rebuilding and heavily repairing houses. In the case of lackingin the capital for purchasing house, the loan of HAF can be applied for.Since the first HAF system was constructed in Shanxi Province in1994, it haspulled the increase in housing economics, heightening housing consumption, andimproving housing conditions as well. However, with the increasing development ineconomics and the great change in housing market, Taiyuan City’s HAF system hasappeared unsound, which has directly influenced the increase in beneficiary of HAFsystem and limited its function in social security. How to make HAF better used forhousing guarantee, has become an urgent problem limiting the transform anddevelopment of Taiyuan.This dissertation mainly investigates Taiyuan’s HAF using theinductive-comparative method, qualitative and quantitative analysis. Taiyuan’s HAF inpast20years has been reviewed and its current status has been analyzed. The role ofTaiyuan’s HAF in guaranteeing housing consumption has been microscopically andmacroscopically analyzed, and the extent of Taiyuan’s HAF to contribute themicroscopical and macroscopical housing consumptions has been evaluated. Also, theshortage of Taiyuan’s HAF in supporting housing consumption has been analyzedpractically. The results showed that Taiyuan’s HAF plays an important role insupporting the housing consumption of common households. However, due to the effectof housing price, income level and so on, some problems have emerged, such as thelong-range stability in the base and proportion of HAF deposit, the low rate of personalloan, and the difficulty in loan application. All of them have weakened the guarantee function of HAF on housing consumption.Based on the large-amount documents and data on housing guarantee from2008to2013, this dissertation analyzes the history and current status of Taiyuan’s HAF. Tostudy the extent of HAF contribution to housing consumption, I have analyzed thehousing-guarantee extent on households using simulation model microscopically, andthe housing-guarantee extent on the administrative region of Taiyuan City using truedata macroscopically, which has provided true basis and advice for the adjustion ofHAF-related policies in Taiyuan. |
