The Decision of CPC Central Committee on Major Issues Concerning Comprehensively Deepening Reforms adopted at the18th CPC Central Committee demands that the building of construction land market should be included in daily work. This decision plays a vital role in bettering the paid land use system, establishing a modern market system, and giving play to the function of market in resource allocation. To provide differential land benefit for peasants and share the urbanized and industrialized achievements has become the significant breakthrough point based on which China transforms land market, builds unified urban-rural construction land market, improves peasant income, and plans urban-rural development. To fulfill the peasant’s land ownership for the sake of maximum property income, there is a need to acknowledge the land ownership and use right of peasants that show the characteristics of real right from the perspective of law and policy. Additionally, with land taken as the capital, peasants should be allowed and encouraged to participate in rural industrialization and approach the unified urban-rural construction land market legally for the purpose ensuring that peasants are the major gainers of land circulation benefit. the fundamental way to carry out market-oriented reform of land system is to build a unified urban-rural construction land market, ascertain the function and target of the construction land market, and implement supporting reforms to remove the barriers through various influencing factors such as income distribution, legal system, macro regulation of government and market, and service agency. In this way, the urban-rural construction land markets can be unified to protect the land ownership and use right of peasants, which can help to make an urban-rural development plan and realize harmonious development.In this paper, an introduction is firstly given to the connotation, features and theoretical basis of unified urban-rural construction land market, which has laid a solid theoretical foundation for later analysis. Based on the inspirations drawn from domestic and foreign practical experience in land market construction, energy is devoted to analyzing and summarizing the characteristics of land requisition system or mode, requisition authority and its power, requisition procedure, formulation of land law and tax system, and compensation means and benefit distribution of land requisition. Meanwhile, in combination with the actual development of land structure in China, efforts are spent in pointing out the factors influencing the building of the unified urban-rural construction land market, including legal system, peasant income distribution, social security system, governmental function, etc. Secondly, attention is paid to ascertaining the nature and function of the unified urban- rural construction land market and the major constituent elements of land use market. as well as to establishing the overall operation modes of land use market, including price rule, supply-demand balance, market trade, macro regulation, and income distribution. Finally, policies and suggestions are proposed concerning the building of a unified urban-rural construction land market so as to equip it with research value and practical significance by different means, including improving rural land ownership system and relevant land administration laws, allocating land revenue reasonably, positioning the function of local governments accurately, carrying out effective macro regulation, and building a market service agency system.
