From the beginning of the formulation of the urbanization plan to the past few decades,the achievements of the road have been obvious to all,and the speed of development is also accelerating,but the biggest difficulty currently faced is the supply of land elements.At present,China's collectively-operated construction land(hereinafter collectively referred to as “set land”)mostly has a series of problems such as insufficient utilization.In order to get out of such a predicament,it is possible to ensure the “market” to enter the market.The land-raising is fully utilized to improve the economic benefits of the entire “set of land”.The Third Plenary Session of the 18 th CPC Central Committee clearly pointed out that "set land" can enter the market for circulation.According to the spirit of the General Assembly,in February2015,the State Council selected 33 counties(cities,districts)to start pilot reforms.The move also shows that China's "sets" have entered the market [1].The biggest problem with the “set land” entering the market is the income distribution.Because the current distribution method of the “set land” market income is not clear,and there is no relevant policy,so for such a kind of income.Reasonable distribution of research is extremely important.This paper takes the problem of “revenue collection” into the market value-added income distribution as the research object,based on the theory of land property rights,game theory and information asymmetry,based on the village collective-government game model and explores the value-added through various channels.A reasonable distribution model of income.The first step is to compare and analyze the distribution methods of the value-added income generated by the “catch-up” entering the market in some pilot areas in the country,and to further understand the status quo of the value-added income distribution model of the market in the pilot area.Secondly,by constructing the village collective-government market The bargaining game model of value-added income distribution theoretically discusses the reasonable proportion of the value-added income of the market.Then,by referring to the land acquisition situation,the collective land ownership price evaluation is used as the basis of measurement,thus estimating the income of Liuyang's “set land” market.A reasonable distribution ratio between the main entities;finally,based on the data and empirical analysis of the farmer's field survey in Liuyang City,the respondents' willingness to allocate value-added income to the market is understood.Then through the relevant theory to conduct research,so as to achieve fair and reasonable distribution of income among the main body of benefit,which largely determines the success of the "set land" market reform.The results show that there is a significant difference in the collection of value-added income adjustment funds in the pilot areas of the country.The collection ratio ranges from 10% to 50%.Based on the village collective-government bargaining game model,this paper believes that the government should Share 7%-20% of the value-added income of the market;with reference to land acquisition,based on the evaluation of collective land ownership price,this paper considers that the distribution ratio of Liuyang village collective and government in the value-added income of the market should be 80.95%: 19.05%,the ratio and the village The conclusions drawn from the collective-government game model are generally consistent;through the field survey of farmers in the pilot area,the respondents believe that the government's share of the “set-up” market-based value-added income distribution should be controlled within 10%.Based on this,in order to further improve the rational distribution of the value-added income of “set land”,the paper proposes the implementation of differentiated management,rational intervention by the government to regulate the income,determine the main body of collective land property rights,clarify the relevant policies and steadily promote the reform of the collective land property rights system.Ensure that farmers fully realize their policy recommendations in four aspects.
