Under the background of rapid urbanization and industrialization in China,the problem of farmland conversion is prominent,on the one hand,the land use mode is extensive and the use efficiency is not high,on the other hand,the farmers' land rights and interests have not been effectively protected due to the current urban and rural dual land system caused by urban and rural unequal development.The establishment of a unified urban and rural construction land market revitalizes property rights and increase farmers' property income become to deepen the rural land system reform focus.In January 2015,the state promulgated the "Opinions on the Rural Land Expropriation,Collective Management Construction Land Market and the Reform of the Homestead System Reform System".Among them,the collective management of construction land is directly coming into the market to breaks the urban and rural dual land system constraints,which is a new institutional arrangement to try.The distribution of land value-added income of collective management land is related to the vital interests of the state,the collective and the peasants,which has become an important practical problem needs to be solved urgently.In this paper,the collective management of land for the study of the object,the use of theoretical analysis,case analysis,comparative research and other research methods to explore the causes of land value-added benefits.Respectively,the process of urbanization in agricultural land expropriation mode,and the formation mechanism of value-added income and the formation mechanism of value-added income under the mode of collective construction land use are analyzed and studied.The results show that under the mode of agricultural land acquisition,the government and developers enjoy much higher than the farmers' land value,In the farmland conversion of land for construction land market model,the Government to collect land revenue adjustment gold way to enjoy a certain percentage of value-added benefits,farmers collectively enjoy the value-added benefits increased significantly.This paper makes a comparative analysis of four aspects: policy,transaction situation and value-added income distribution.The research shows that the four typical pilot areas have taken the auction and listing transactions,but the value-added income There are significant regional differences in the level,distribution ratio and distribution pattern.In general,the collective management of land use in the market model than the collection model so thatthe rights of rural land property is highlighted,farmers are better shared to the value-added benefits.This paper puts forward some countermeasures and suggestions to promote the rational distribution of land value-added income from the aspects of perfecting laws and regulations,optimizing the distribution of value-added income and perfecting supervision and management.In this paper,the author puts forward some suggestions on how to improve the land value-added income.
