Research On The Policy Of Promoting The Development Of Heilongjiang Province’s Modern Agriculture

Recently, Chinese primary task is still to solve the "three dimensional rural issues" issue, and scientifically sound public policy is an important means to achieve the above objectives. With the rapid speed of industrialization and urbanization, it is more difficult to promoting the development of modern agriculture, guarding the basic supply of major agricultural products and promoting the sustainable development of agriculture. As one of China’s major grain producing areas, Heilongjiang province is major grain production base of China. So the development of modern agriculture in Heilongjiang Province plays an important role to ensure the national grain reserve and the development of rural economy. It is also crucial to achieve a moderately well-off society for people. To promote the transformation and upgrading of modern agriculture of Heilongjiang Province, public policy analysis and optimization is a necessary method. It is also conform to the inevitable changing situation and times. Moreover, it is also significant to promote the development of modern agriculture in Heilongjiang Province.Optimization study for better promoting the development of modern agriculture in Heilongjiang province public policy, based on the policy intervention theory, public policy analysis theory, agricultural development stage theory in this paper, the paper defines the meaning and characteristics of modern agriculture, and points out that the development of modern agriculture in terms of policy environment, system design, support the objectives and other special requirements of public policy support. Depending on the contents of the existing agricultural public policy, by sorting out and anglicizing agricultural public policies which promoting the development of modern agriculture in Heilongjiang Province and status of implementation of the policies, pointing out that the existence problems of public policy in promoting the development of modern agriculture in Heilongjiang Province. By sorting out the main contents of modern agriculture public policies of developed countries which having better modern agriculture and some cities of our country which have better modern agriculture, Combined with the actual situation in Heilongjiang province to learn their empirical knowledge, putting forward three proposals includes improving modern agriculture public policy system and perfecting the performance evaluation of public policies of modern agriculture programs and improving modern agricultural public policy support and supervision.
