Since the reform and opening up to35years, the medium-sizes enterprises (SMEs) in our country have gained rapid development, and made a huge contribution to the economic development of China. The SMEs in our country have been developing under the old economic system, the model of development have formed certain inertia features. They mainly manifested in the following aspects:depending on comparative advantage of cheap labor force for growth, performing the strategy of diversification blindly, lacking of information, Management decision-making is not scientific, Excessive reliance on overseas markets, etc. In addition, Because of the change of economic environment in the domestic and foreign, Such as The rising price of factors of labor input, the international market shrinking, etc. The above development inertias of Chinese SMEs have been no longer match the current development, and have become development problems. At the same time, these inertias will hinder Chinese SMEs to adapt to the environment change, and affect the sustainable development of SMEs in our country. So, in the face of the complex changes in external environment, adapting to changes in the environment for scientific transformation, improving the ability to adapt to the external environment of enterprise, and overcoming their own problems is the key to sustainable development of Chinese SMEs.Firstly, this paper reviews the related domestic and foreign literatures, studies systematically the basic theories related to this research, and define the concept of SMEs in our country. Secondly, in the third chapter of this paper, the author analyzes the current development, problems, of SMEs in our country, the Changes in the environment of development and the significance of the transformation. Then, in the fourth chapter of this paper, the author analysis the development inertias of our SMEs, the formation background and reasons of these inertias, and how the development inertias hinder the transformation of SMEs. Then, in the fifth chapter of this paper, the author studies the experience of USA, Germany and Japan on promoting the development of SMEs. Finally, in the sixth chapter of this paper, based on the theory of development inertia, the author puts forward the two-step countermeasures which promote the transformation of Chinese SMEs after analyzing and ascertaining the path of transformation of SMEs:firstly, through managing the inertias to stimulate the potential crisis and pressure of SMEs in our country, stimulate the power which can promote transformation, weaken the strength of the development inertias of SMEs. Secondly, based on the path of the transformation, the author puts forth the following government countermeasures to promote the transformation of Chinese SMEs, including improving the legislation system and management system, improving the financing environment, establishing and improving the information system.
