Construction Of Pre-feasibility Study Model And Empirical Research Of Health Service Industry Experimental Zone In China

With the progress and development of the society, health service industry has gradually become an emerging industry which drives economy to boom. Between 2012 and 2013, the State Council issued five important documents which were related to health service industry. In October 2013, it promulgated the "State Council’s several opinions on promoting the development of the health service industry", guided the construction work of health services in various regions and proposed a theoretical framework.Creating experimental zone and carrying out the test mode in local area to explore the development of the industry plays an important role in promoting the development of the industry. Pre-feasibility study during the planning of experimental zone is significant to preliminarily analyzing the feasibility of experimental zone and giving recommendations on developing model of experimental zone.This paper starts with the analysis on the overview of experimental zones and the significance and contents of pre-feasibility study methods, combining the latest researches of pre-feasibility study methods both domestic and abroad, explores the pre-feasibility study model of adapting to National Health Service experimental zone. A pre-feasibility study model of "six in One" which contains innovative analysis, policy feasibility analysis, technical feasibility analysis, economic feasibility analysis, social acceptability analysis and risk analysis has been constructed and applying researches have been done.Qingdao, Shandong Province has a certain foundation for the development of health services. Legal Affairs Department of National Health and Family Planning Commission of the People’s Republic of China has sent a letter to the Health Bureau of Qingdao to express their support for the city’s further researches, being the model and promoting the development of health services industry. As the first possible experimental zone of national health service, whether Qingdao is qualified as national health service experimental zone and how to develop health service industry as well as how to evaluate the feasibility of national experimental zone should be the key issues both theory and practice concerns. This paper takes Qingdao as an example and applies pre-feasibility study model for health service industry experimental zone.At the end of the paper, a conclusion is drawn:Qingdao processes policy basis for the development of health services and has innovation ability. It has the ability to create a comprehensive National Health Service industry technique, and it can economically realize expected goal of development, altogether the risk can be controlled and all these resulted in being able to be taken as a national health service industry experimental zone and the pilot, which serves as a model of development of national health services industry. Meanwhile, the industrial layout and development strategy of Qingdao still need further clarified, and the working mechanism of municipal government harmonization and overall promotion also need to be further improved. The experiment in Qingdao has proved that "six in one" pre-feasibility study can test the feasibility of health service experimental zone and give suggestions to the development of experimental zone.
