Electric power Demand Side Management(DSM) is a kind of management activities under the support of government regulations and policies, through effective incentives and guidance measures with appropriate modes of operation, to promote the supply and demand side joint efforts, such as the power grid company,energy service companies, intermediaries, energy-saving products supplier, power users etc., to meet with the same function of power at the same time. The final goal of DSM is to improve the terminal power efficiency and the way of using electricity,to reduce electricity consumption and electricity demand, to conserve resources and protect the environment.This paper mainly adopts the combination methods of theoretical and empirical analyses, the connection of static analysis and dynamic analyses to study the DSM problems in TX Power Grid. The basic content is as below:In the first part,the theories of DSM is systematically analyzed, which lays the theoretical foundation for the paper. The principle of supply and demand in reflecting the relationship between market price and number of supply and demand,is the focus of the theoretical review and analysis part. This principle is the electric power economic theory regarding the electric power product as the commercial goods in kind of band public goods. Next then, the paper explains the need that the government should play the role of macro-control to strengthen the management and control of DSM on the premise protecting market competition and rational allocation of resources.In the second part, the paper takes the TX Power Grid as the case study to discuss the optimization problem based on DSM. At first, on the base of analyzing load status and characteristic of TX Power Grid, the paper points out the problems and reasons causing problems of DSM in TX Power Grid, then lists the necessities of optimization of DSM in TX Power Grid. After that, the paper designs a scheme of DSM optimization cooperated with three sides of the grid company, the government and the customers. According to the scheme, the grid company focuses on training and investing in equipment; the government focuses on providing financial subsidies, fixing reasonable peak and valley prices, and giving publicity; the consumers may consider the use of waste heat recovery and energy managementplatform. At last, to ensure the implementation of the scheme of DSM optimization in TX Power Grid, the paper encourages the grid company, the government and the customers to work together to establish the DSM evaluation index system and set up effective incentive mechanism.
