Next, the paper expounds the basic conception and character of power DSM, discusses the methods of DSM. such as technology method,economic method,guide method and administration Method. Then, the paper researches into the feasibility of the implementation of power DSM by integrating theory into practice.TOU (Time-Of-Use) power price is one of the most important approaches in DSM. It can lead the power consumers to change their power consuming modes so as to reach the goal of load shifting.The paper develops a TOU power price model and studies the feasibility of TOU (Time-Of-Use) power price .Moreover, the paper analyzes TOU power price with the theory of margin cost. Then, it put forwards the problems and sulotions in TOU power price.Then the author analyses the troubles in the implementation of power DSM in Chongqing, and theoretically raises some suggestions and solutions based on grid load character and environment.
