With the steady conduction of power reform in our country electric, electric power market has been established basically, which made the market supply side and competitive supply electricity price onto the grid come true. However, the historical issues: power grid monopoly of the construction and operation of power market, causing bottlenecks in the electricity market and the reform of the electric power market. Thus, end users of the electric demand side have to face in the situation of guaranteeing their own development under the condition of the limited electric power resources obtained. One solution is power demand side management. In this paper, the application research of power demand side management based of R city is presented.Power demand side management refers to improving end-use efficiency and optimizing the power consumption, saving energy and protecting the environment, to achieve energy conservation, reduce the power consumption and power demand in the completion of the power service activities. In our country, in view of the development situation of the power demand side management, the main body of the implementation is the power company mainly, the guidance is the government, and the goal is to meet the growing customer satisfaction.Time-sharing power price is defined according to the load condition of the power network of a day, a 24 hours day will be divided into peak, flat section, valleys and other multiple time periods, each period in the formulated separately is at different price level. The ladder electricity price refers to electricity set into a plurality of ladder, segment or sub grade pricing calculation cost the pricing mode. Time-sharing ladder electricity price is a new fusion of the residential electricity price. It is not only the effective means to promote China’s power demand side management, but also an important measure to promote social fairness.This article is in the environment of the electric power system reform. Combined with SWOT analysis method and the TLEP analysis model, this article is aimed at exploring the strategy of the power demand side management of R city and finding suitable measures to power demand side management.This paper can be divided into the following mainly several aspects: firstly, introduce the background, purpose and significance the study, and defines the relevant concepts; then, establish correlation analysis algorithm and model, and make the application of them to R city; finally, give suggestion of the electric power demand side management strategy of R city and give the corresponding prospect of power demand side management for R city.
