The Research Of Jiangxi New Energy Industry Under The Background Of Low-carbon Economy

With the issues of environment security becoming more and more prominently, the shortage of fossil resource and the contradiction in supply with demand are more and more intense. Development new energy is became the only choice to create a diversified, low-carbon system, to change the energy structure, to solve the climate maters and to achieve sustainable development. This paper starts with summarizing the basic theories, using quantitative and qualitative to analyze the structure of energy and the new energy’s behavior in Jiangxi province. Put forward a new method to choice the focused industry segments, determined the development of those most important industrial, and then made several effective industrial development policies. The paper’s main work is as follow:(1)Though introducing the gray correlation method in analyzing energy structure, has solved the shortage of traditional qualitative analysis in the evaluation of the energy mix. The result shows that the energy mix can not reach the goal of energy saving and also be not conducive to the sustainable development of energy. And development of new energy is the inevitable choice to achieve a low-carbon economy and the only way to solve the issues of “no oil, less gas, short for coal”. And then analyzed the new energy’s development status, find the problems of the new energy industry.(2)The new model that based on the theory of IOWA operator and fuzzy group decision- making can overcome both the subjective of current selection methods in emerging industries and requiring a huge lack of data of those leading industry selection methods. The new model has improved the quality or efficiency of the work in selecting industry, has optimized the process of industrial selection, and has enriched the industrial selection method. Though using this model to empirically analysis those new energy industries in Jiangxi Province, and then the industry sorting results is: PV industry, Lithium industry, new energy of automotive industry, Biomass energy industry, Wind power industry. Then, re-used of this model to sort the leading enterprises of PV industry, the result shows that: LDK Solar, Jinko Solar, Sornid, Risun, the sort of lithium industry leading enterprises is: Foster new energy, New Energy Of Granville, Jiangte Lithium lon Battery, New Energy Investment and last presented the development approach of new focused energy industry according to the empirical results.(3)Finally, the paper has made some recommendations which may suit for those new energy industry’s development in Jiang Xi province. Those policies can summarized as follow: Self-nurturing combined with foreign introduction’s personal policy, Broaden the channels and creating diversified platform’s financing policy, Taking into account the fiscal subsidy with tax incentives’ fiscal policy. Establish some technology policy based on technology innovation system who has combined with research closely.
