Over the past century, the earth’s climate is undergoing a significant change of global warming as the main characteristics, climate change has caused serious consequences to human, if we can’t reverse the trend of climate warming, the influence may be worse. All countries should actively respond to climate change and find countermeasures to reduce greenhouse gas emissions. Since the years of China’s reform and opening up, our country’s carbon dioxide emissions continue to increase and has become one of the world’s largest emitters of carbon dioxide along with the rapid development of China’s import and export trade. Free trade is not only an important part of economic growth of Fujian Province, also is the main factors that affects carbon emissions growth in Fujian province, Therefore, this paper focuses on the industry of relatively high carbon emissions in the import and export trade and definites the driver factors.It is helpful to foreign trade plays the role of energy conservation and emissions reduction from the aspect of system and policy.First, this paper estimates the embodied carbon emissions in import and export trade of Fujian Province’s industry department in 1999-2013, and as next Structural Decomposition Analysis’s basis. We find that the embodied carbon in import and export trade of Fujian Province’s industry department emerges the curve growth trend in 1999-2013 and embodied carbon emissions relatively concentrated on a few highly polluting industries. Secondly, based on the above estimate, this paper analysis Fujian’s import and export trade embodied carbon emissions growth from technical effect, structure effect, scale effect. The research results tell us the increase or decrease of carbon emissions is the joint result of technical effect, structure effect, scale effect. Technology effect has stronger effect for the CO2 emission reduction, but its effect of emission reduction is weak, and can’t offset the strong influence of scale effect. Thus, the embodied carbon emissions are still high in Fujian Province. Finally, the article puts forward the corresponding policy suggestions, such as optimize the structure of import and export trade and promote the way of production and consumption.
