Research On The Issue Of Regional Clearance Collaboration Mechanism

With the continuous development of economic globalization and regional economic integration,customs as an important institution that links domestic and foreign,as a key link between regional linkages,is facing the dual challenge both domestic and abroad. From the beginning of 1998,China developed a two-step development strategy to construct a modern customs system,the first step,initially setting up the basic framework of the whole modern customs system,he second step,building a relatively complete modern customs system,up to 2010 basically realized the above development goals. At the same time,in the process of customs region clearance reform,taking the Yangtze River Delta,the Pearl River Delta,the Bohai Sea region customs as a pilot,combined with regional characteristics,a number of new regional customs clearance mode appear,such as ‘Territorial declaration,Port clearance ’,‘Territorial declaration,Territorial clearance’,‘Highway paperless customs clearance ’,‘Cross-border customs clearance ’ and so on, ‘facilitate compliance ’ as an principle, greatly improving the efficiency of customs clearance,providing the enterprise more convenience. However,in the whole process of the regional clearance involved many subjects,such as customs,local governments,port inspection department,other administrative departments, import and export companies,third-party logistics companies,in addition,industry associations,universities and research institutions have also played a role,harmonizing the relationship of customs and other subjects is the key to successfully achieve regional clearance. This research is to reshape the relationship between customs and other related subjects,to explore the construction of regional clearance coordination mechanism,by building regional clearance coordination mechanism to achieve regional customs clearance more smoothly,as well as put forward some useful references for the next regional clearance reform.
