Hangzhou in Zhejiang province is the first place for development of private economy of our country. The private economy is one of the important factors to promote the economic development of the area. One survey shows, in 2013, the general prosperity index of small enterprises in Zhejiang province ranked second nationwide. However, there are prominent contradictions and problems faced by small enterprises in Zhejiang. The financing problem is the most common and crucial factors of obstacles. On the other hand, the main provider of credit funds for small business is commercial banks. Although the commercial bank credit assets scale rapidly expanse, the structure of their credit customer is not balanced. There are fierce competitions and homogeneity services in commercial banks, and little effects in serving credit of small enterprises. Therefore a contradictory caused between rapid development of small enterprises and the great pressure in terms of financing.ICBC Hangzhou West Branch, as a local branch of large state-owned bank, is a specified institution set up for small enterprise service. West Branch aimed for further development in the future has to develop the small business credit business. This paper attempts to solve the problems of small enterprises financing from the commercial banks according to its own characteristics of West Branch, think about how to further optimize the credit service strategy of the small enterprises within the region, speed up the delivery of credit for small businesses. The research in past for solving the problems of financing for small businesses is mostly based on or emphasize on setting up or development of small commercial banks. In this paper, from the perspective of the large commercial bank sub branch, as a small business franchise institution in large commercial bank, study and analysis on how to develop financing for small enterprises; By the background of homogenization in banks, how to give full play to its advantages to expand the channels and ways for the service of small business market.Based on this, this article embarks from the analysis of domestic and foreign financing difficulty of small enterprises theory, and then analysis and summaries the financing theory of domestic and foreign small enterprises. Secondly, combined with the small business credit situation of ICBC Hangzhou West Branch at present, the paper draws lessons from the successful experience of the abroad commercial bank, to analysis practical problems in commercial bank at present. Then subdivide management for small businesses to regional markets, and explore new strategies of services for small enterprises credit development, optimize the process of management, and actively explore new product application, promote to adjust corporate development strategy of branch, provide effective ideas and methods for economic and social benefits.
