With the rapid development of Internet technology, and increasing popularity of international trade activity through the network, especially in 2009 after China’s devotion of developing cross-border e-commerce, this new form of trade continued to emerge as the irreplaceable motivation in import and export trade reform in our country.Cross-border e-commerce not only broke through the barriers between countries, make the international trade to trade without borders, and it also is great change of world economic trade. For enterprises, cross-border e-commerce to build open, multi-dimensional and three-dimensional mode of multilateral economic and trade cooperation, greatly broaden the path to enter the international market, greatly promote the multilateral resource optimal allocation and mutual benefit and win-win results between enterprise; For consumers, cross-border e-commerce makes them very easy to get the information of other countries and to buy good and cheap goods. As an important link of cross-border trade electronic commerce chain operations, three provinces in northeast China has advanced logistics transportation network, middle, and heilongjiang province in the network can be eastern Russia and China’s mainland, the Korean peninsula, Japan closely together, can also through the trans-Siberian railway connected to other parts of Russia and Europe. Longjiang cross-border trade, electronic commerce development to promote the construction of the new international trade channels, to implement the strategy of "revitalizing the northeast old industrial base", promote the development of export-oriented economy in heilongjiang province, to speed up the pace of reform and opening up has important realistic significance and far-reaching historical influence.This thesis is aimed to study e-commerce of Longjiang cross-border trade. On the basis of the collected relevant data, after organizing and analyzing the data, it carried out in-depth analysis of the current development of e-commerce and problems in cross-border trade, and pointed out regulatory risks in cross-border trade of e-commerce. By comparative analysis of cross-border trade with other countries in e-commerce regulatory measures, with the combination of the geographical advantages of Heilongjiang vs. Russia, the thesis analyzes the developing opportunities and conditions of Longjiang cross-border trade and urgent needs of e-commerce, proposing developing strategy and recommendations in e-commerce of Longjiang Cross-border trade. Combining with the work of Harbin Customs, on the basis of full investigation and argument, it puts forward innovative cross-border trade in regulatory model of "decentralized integration" in e-commerce of Harbin Customs serving Longjiang cross-border trade, and according to the characteristics of import and export commodities properties and relevant regulatory requirements in customs, it details design Harbin Customs special supervision of cross-border e-commerce area as the basis "decentralized integration" Customs control programs and e-mail regulatory approach as the basis of cross-border e-commerce "decentralized integration" customs supervision program. Programs are elaborated with designing ideas, business processes and customs specific regulatory measures. The thesis is of significance in promoting the development of e-commerce of Longjiang cross-border trade, which presents the research value of this thesis.
