Power grid enterprises as capital intensive enterprise, its assets value is high, large scale, complex technology, variety, long life cycle, wide geographical distribution, etc. The characteristics of power grid assets of grid assets operation, maintenance and update, the transformation cost is complex, difficult to control, power grid enterprise assets quality and the economic efficiency is low. In recent years, the rapid growth of power grid assets increased the difficulty of cost control.Is proposed in this paper introduce the whole life cycle management way power grid construction project cost control point of view. All assets life cycle management is focus on asset planning, design, procurement, construction, operation, maintenance, technical renovation, scrap process, on the premise of meet the safety, efficiency, the pursuit of assets, the whole life cycle cost, the optimal method of science. The whole life cycle of asset management, contributes to the realization of the whole process of assets, the lean management, is the inevitable requirement to the healthy development of the power grid construction.This paper fully study of existing research results at home and abroad, as well as the whole life cycle management in electric power industry at home and abroad, the application of the power grid construction project whole life cycle cost management are studied. First introduced the whole life cycle management and cost control theory basic content; Then combines the actual conditions of power grid construction projects in our country, the paper analyzes the current situation of China’s power grid construction project cost management and the existing problems, this paper discusses the introduction of the necessity and feasibility of whole life cycle cost management; Finally based on the total life cycle theory to discuss the content management system, taking the transmission lines of power supply company as an example for the whole life management system design, equipment selection new substation project, for example, use whole life cycle cost analysis method, to determine the optimal asset total life cycle cost selection scheme.
