PV industry is the main industry in the development of new energy sources, at present, China has the world’s largest photovoltaic manufacturing country. However, China’s PV application market is still small, photovoltaic products are exported overseas. China’s photovoltaic cell industry since 2008 production in the world, but their consumption of less than 10%. In recent years, Europe have cut solar subsidies, while between 2011 to 2014, the United States and Europe, respectively, for China’s photovoltaic cell production of large enterprises imposed punitive tariffs on Chinese PV industry is facing a serious industrial crisis. In this context, the urgent need for incentives to stimulate the healthy and orderly development of China’s domestic PV market. PV industry has positive externalities and negative external effects, for the development of China’s photovoltaic industry existing problems, the development of effective incentive policies to help expand its positive externality effect, reducing its negative external effects. China’s industrial development incentives sort PV, using the analytical framework ERG theory building, China’s photovoltaic industry can be divided into the protection of policy incentives to promote policies and policy coordination. These incentives have achieved good effects of policies, but there are still many deficiencies. For this reason, it should improve the protection of policy, the establishment of the photovoltaic industry training system, improve the photovoltaic industry, finance and tax policy to provide the necessary human resource base and financial guarantee for the survival of the photovoltaic industry; improve the promotion of policies, plans and strategies to strengthen the industry unity, to enhance investment in research and development of photovoltaic industry, provide follow-up support for the development of photovoltaic industry; improve the coordination of policies and guidelines for the establishment of the PV market access, implementing tariff adjustment mechanisms to guarantee a regular and orderly in the photovoltaic industry on the basis of sustainable development.
