Research and development (or R&D) is a core function and the source of innovation for nation and region in its economic development. As the most important science and technology activity, Propelled by the economic, science and technology globalization, R&D has gone further in its depth and dimension, its organization is more and more perfect and the division of labor is more and more specialized, and it presents increasing marketization. The government mainly makes the related incentive policies to promote the development of R&D industry. Discussing the incentive policies not only can deepen the theoretical research of R&D industry, but also can promote the growth of R&D industry, besides, it can exert the R&D industry's leading and driving effect in updating the industrial structure and the development of economy and society. Especially, It is of important realistic significance for promoting the development of China's R&D industry and realizing the transformation from a big S&T country to a strong S&T country.Based on the existing researches of R&D industry and incentive policies both at home and abroad, comparing the incentive policies of different countries, the paper analyzes the R&D industry's incentive policies in china from the aspects of Satisfaction, Execution, Econometric analysis and so on. On the base of analyzing the current problems in terms of the macro, meso and micro levels, the paper puts forward some related suggestions about the incentive policy for R&D development with the purpose of building innovative country, innovative city and innovative enterprise.The main conclusions of this paper are given as follows: (1) It is can be seen from the results of the survey, the policy of the state obtains a relatively high satisfaction from enterprises. But, the overall implementation effect of state incentive policy is not good. (2)The design of Incentive policy is inflexible in technological innovation funding, and it is lack of target-oriented incentive for different innovative body. (3) There are some problems in the process of implementing national policies: some policies are lack of operability; it is lack of coordination among government departments; the policy advocacy is ineffective and the process of implementing the policy is too cumbersome and so on. (4) The regional supporting policies are a little less and the effect of adjustment is not strong. State-level incentives play a guiding role, but the unilateralism is inevitable, and it is necessary for the regional policy to give flexible adjustment, however, it is obvious that it did not play its due role.The article's innovation mainly includes the following aspects: (1) Comparing different countries, the paper analyzes the incentive policies for R&D industry development of China and summarizes the policy features of the typical creative country. (2) From the Empirical angle, the paper designs a questionnaire to investigate the current situation of the overall incentive policies and builds a relatively complete designing research framework for the incentive policy for R&D industry development. (3) The paper analyzes the incentive policy for the development of R&D industry using Regression model and gives the incentive policy an econometric analysis from the angle of inputs and outputs. (4) Taking the evaluation index of innovation-oriented country, innovative city, evaluation of innovative enterprises as a reference, the paper puts forward some improving suggestions for incentive policy in macro, meso and micro levels.The article's limitation includes the following aspects: (1) In the part of comparative analysis of policy, the paper uses the method of network retrieval, because the retrieving results are greatly affected by retrieval time, retrieval mode as well as the completeness of network data and the detected policy documents may be missing, so the paper only hackles a major incentive policy literature. (2) In empirical section, considering the difficulty for obtaining data, the paper only questionnaires the typical enterprises in Henan province, so the evaluation conclusions of policy may be black dots, tunnel vision.(3) In the regression model measurement section, the paper only measures the existing policy's effect on the inputs and outputs of R&D and doesn't research the incentive policy mechanisms.
