During the post financial crisis era, the cultivation and development of strategic emerging industries is an important measurement, which helps to adjust and optimize Chinese industrial structure and to promote the sustained and stable development of the economy. Strategic emerging industries have put forward higher requirements in strengthening scientific and technical innovations as well as promoting the core competitiveness of industries. The solar energy technology has been listed as one of the key renewable energies to develop because of its vast utilization prospects and mature technology in many countries. In the twenty-first century, some developed countries in the world cast their eyes on a new energy industry, says photovoltaic(PV for short) industry. In order to win a rapid development of the PV industry, the world has developed regulations relating to the PV industry and related policies. With the continuous progress of science and technology, innovation and R & D capabilities have become a determining factor in current competition. At present, a series of policy guidance and regulatory measurements for the PV industry development and innovation have been made by Chinese government, such as supporting and encouraging enterprises’ independent innovation and industrial innovation.In this paper the research methods combining theoretical analysis with empirical analysis are used. When theoretical analyzing, relevant papers are based and the current policy of China’s PV industry is regarded as the main line. With the comprehensive application of industrial economics, investment policy, the basic theory and method of institutional economics, research and development strategy(R & D strategy for short) is researched in-depth and theoretically. Moreover, the specific issue of foreign R & D strategy trends, policy direction and so on are systematic studied systematically. Then by analyzing actual foreign-funded enterprises’ cases and investigating a large number of PV policy reports aswell as relevant data released by the authorities, the paper analyzes the real influence of policy of the PV industry on the R & D strategy of foreign-funded enterprises in China. Based on the theoretical analysis, the current PVindustry’s promotion and negative impacts on technological research and innovation of those enterprises are analyzed. From many aspects of business innovation, the importance of PV industry policy on the PV business innovation are explored. As a result, research results are obtained, and advice as well as countermeasures are put forward.After relevant research steps such as theoretical analysis, research design, case analysis and synthesis and evaluation, conclusions and advice are listed as follows:(1) industrial policydata is closely related to corporate R & D strategy. Considered from the perspective of time, Chinese PV industry policy has a corresponding relationship with technological innovation model for enterprises. Every major change in industrial policy objectives will cause a change in the PV business technology innovation.(2) As an internal project, PV technology innovation are influenced by corporate earnings targets. Costs, benefits, and risks are considered to judge whether to develop PV technology innovation or not. While as industrial policy plays as an environmental factor outside the enterprise, its impact on PV enterprise’ technological innovation must be inspected through projects. If the industrial policy has changed the costs, benefits, and risks of PV technology innovation projects indirectly from external, it will certainly change the will of PV technology innovation.(3) Both positive and negative effects may exist. As industrial policy influences the PV technology through business and market intermediaries, the effect is different for different companies.
