Along with the enhance complexity of science and technology innovation, the acceleration of the pace of innovation and the development of economic globalization, modern innovation emphasis more on the collaborative interaction between the subject, in order to achieve maximum integration of innovative resources and features. Collaborative innovation is a large-span integration innovation model carrying out to achieve a major technological innovation. Collaborative innovation emphasize innovation reciprocity, knowledge sharing, resource optimization, optimal synchronized action, high level of system matching within each of the elements of innovation subjects, accelerate technology application and industrialization. In collaborative innovation system, delegate type of cooperation model occupy a very important position, this model can help the sponsoring organizations liberate to focus on its core business. Meanwhile, the sponsoring organizations can get the international standard of knowledge and technology that they don’t available. However, current research for collaborative innovation based on Delegate type of cooperation is rare. Since then, the paper carried out research for resource scheduling of collaborative innovation project based on delegate type of cooperation, which aims to construct a method to scheduling resource of collaborative innovation projects based on delegate type of cooperation, and provide theoretical basis for organize of collaborative innovation projects based on delegate type of cooperation. Contents of this paper will further improve the theoretical system of collaborative innovation.Firstly, on the basis of the research for the concepts and theories of collaborative innovation and delegate type of cooperation, the paper analysis the organizational model, project objectives and project working mechanism of the collaborative innovation project based on delegate type of cooperation in depth, and analyze scheduling problem presented in this article based on the study of the theory about project resource scheduling. The collaborative innovation project based on delegate type of cooperation can be divided into several sub-tasks, relevant agencies involved in the project work as technical teams. So, reasonable match between tasks and participate technical team is a fundamental means to achieve the maximize benefits of the project.Then, the paper construct task-based competency quality index system, and design the method to determining the index weight and evaluating index value, establish a task-team matching degree calculating model of collaborative innovation project based on delegate type of cooperation; Combined with matching degree calculating model and scheduling goals of the project, complete the task-team match optimization scheduling model of collaborative innovation project based on delegate type of cooperation at the optimization target of the shortest completing time and the lowest cost; By discussing the major heuristic algorithm such as genetic algorithms and simulated annealing algorithm, the paper design an improved genetic algorithm to solving the scheduling model in order to realize the optimal allocation for resources of the innovation project; In the end, using MATLAB programming to solve the example, and to verify the feasibility and the effectiveness of the algorithm by comparative analysis.
