Analysis On The Market-Oriented Reform Of State Banks In Our Country

Since our country’s state banks were set up twenty years ago, the state banks have been carrying out all the economy and political policies designated by the central government and actively support the economy development of our country as the most important parts of our country’s financial institution structure. And the state banks have been doing business in the key sectors or industries fully associated with the country’s development. In the past few years, more and more needs for the reform of our countries’ state banks are proposed. For example, China Development Bank(CBD) has been transformed into a commercial bank when The Export-Import Bank of China(EXIM) and Agricultural Development Bank of China(ADBC) have one after another put forward their own reform plans. In consideration of the important role of the state banks in the economy development of our country, the reform success of the state banks will be one of the key factors affecting the entire society’s stability and development. So we propose the research project on the market-oriented reform of the state banks.In this paper I analyze the reform necessity of the state banks from the perspectives of the state governance and the state banks’ self- developments by learning lessons from the state bank reforms of German, Japan and Korea. And I also elaborate the market-oriented operation and the main problems of three state banks of our country. Meanwhile, I plan a few future roads of the state banks reform based on the China’s domestic situations and propose the policy suggestions for the central government, provincial governments and the state banks in order to provide helps for the market-oriented reform of the state banks.In this paper I use the methods of learning and analyzing, investigating and studying, reasoning and inferring as the research tools. By using the method of learning and analyzing, I analyze the reforms of the overseas state banks and learn the lessons from the reforms in order to adopt the strong points while overcoming weak points. By using the method of investigating and studying, I take advantage of working in the state bank myself to obtain the materials about the late policies and data on the state banks and fully explain how to run the state banks. By using the method of reasoning and inferring, I reasonably infer the future development direction of the state bank on the basis of the actual situation in combination with my own experience.The main conclusion of this paper is that the reform of the state banks should continuously concentrate on policy-related business, step by step provide the developmental financial services, build and improve the market-orientation mechanism, direct the business development by reform and innovation, and efficiently combine sustainable self-development with carrying out the government’s supportive policies for the steady increase of our country’s economy.
