Research On The Reform Of Agricultural Policy-oriented Finance Of China

With the nation on the "three rural" issue of great importance to agricultural policy reform of financial experts and scholars at home and abroad caused a lot of attention, especially as one of China's three policy banks, State Development Bank has successfully completed the business of reform, makes the imminent reform of the Agricultural Development Bank. But the Agricultural Development Bank is different from other banks, serve the basic industries of agriculture, and the weak foundation of agriculture determines the Agricultural Development Bank of the importance and complexity. Therefore, the reform of the Agricultural Development Bank has been one of the hot domestic and foreign scholars.In this paper, the research results have been based on the analysis of agricultural policy finance theory, summarize the main national agricultural policy finance development status, use of systems analysis and empirical analysis, on China's agricultural policy financial institutions a comprehensive analysis and research, trying to find agricultural policy financial problems and put forward countermeasures and suggestions of reform.This specific research steps:the first discusses the implications of agricultural policy and the existence of financial theory; and analysis of foreign agricultural policy finance background with major financial institutions, national agricultural policy characteristics that foreign agricultural policy financial worth learning areas; then discusses China's agricultural policy finance background and meaning of existence, a detailed analysis of the agricultural development bank-based financial institutions, agricultural development policy status quo that existed in the process of development some of the problems found in the last issue for the constructive responses and suggestions.In short, China's agricultural policy finance reform is a matter of China's "three rural" issue of smooth key problems, requires all parties to take seriously the depth analysis, and for our financial institutions, reform of agricultural policy that the right path.
