The land of five northwestern provinces can be divided into four categories as follows:residential and industrial land, traffic land, agricultural and water conservation facilities land and special use land. The five northwestern provinces include Shaanxi Province, Gansu Province, Qinghai Province, Ningxia Hui Autonomous Region and Xinjiang Uygur Autonomous Region. This paper analyses their conditions of land use and energy consumption in accordance with their land use and energy consumption data acquired between 2002 and 2012, and establishes a calculation model of carbon emissions and carbon footprint on energy consumption and Carbon efficiency evaluation model. Then evaluates their carbon efficiency by different forms of land utilization. The main conclusions are as follows:(1) The four area types of land utilization are basically sTab. in five northwestern provinces, and those areas stand for agricultural land and water conservation facilities land> residential and industrial land> traffic land> special use land. These four types of land utilization in land use structure have the average proportion of 97.924%, 1.916%,0.156% and 0.004% respectively.(2) The five northwestern provinces of energy consumption shows a rising trend in fluctuation during 2002-2012. The total consumption increase 90.06% from 67.584593 million tons standard coal in 2002 to 128.449583 million tons standard coal in 2012, and the average growth rate is 7.49%. The ten kinds of fossil energy consumption (coal, coke, crude, gasoline, kerosene, diesel, fuel oil, liquefied petroleum gas,natural gas, refinery dry gas) are account for 54.57%, 13.95%,3.16%,6.69%,1.24%,12.82%,2.41%,1.67%,1.80% and 1.69% respectively.(3) The total carbon missions of five northwest province overall presents growth state during 2002-2012, the total carbon emissions increase 135.41% from 39.786034 million tons in 2002 to 93.661771 million tons in 2012, and the average growth rate is 9.26%; The provincial carbon emissions are Shaanxi> Xinjiang> Gansu> Ningxia> Qinghai in order; The five province in accordance with the carbon size sorting with an annual average growth rate of 16.25%、7.50%、7.56%、10.35%,12.11% respectively; The carbon emissions of different land use types are residential and industrial land>transportation land> agricultural and water conservancy facilities land> special land in order; The four types of land use carbon emissions accounted for 82%, 11.83%,3.16% and 3.01%, and the average annual growth rate is 9.54%,16.54%, 3.56%and 15.14% respectively.(4) The four types’ carbon emission intensity of land use in five northwestern provinces present overall upward trend, on the other hand reflected the growth of carbon emissions:special land>transportation land> residential and industrial land> agricultural and water conservancy facilities land in order. The average annual growth of carbon emission intensity is 27.59%,10.80%,3.14% and 9.23% respectively.(5) The evaluation of land use total efficiency of carbon in five northwestern provinces is as follows:Qinghai> Xinjiang> Gansu> Shaanxi> Ningxia in order. Qinghai achieves the best output in the current investment based on energy consumption. Gansu is subject to the technical efficiency. The technical efficiency of Shaanxi and Ningxia reach the effective value of 1 both in 2007 and 2009, and they are severely limited by the scale of the bottleneck recently. Xinjiang achieves the best output in 2012, and before 2012, Xinjiang has been subject to the scale efficiency.(6) The carbon footprint of the five noithwestem provinces fluctuated following an upward trend. Xinjiang is ranked as the largest province about carbon footprint, ahead of Gansu, Shaanxi, Ningxia and Qinghai; The four types of land use about carbon footprint order is as follows:residential and industrial land> transportation land> agricultural and water conservancy facilities land> special land, and their carbon footprint accounts for 82.34%,11.33%,3.40% and 2.93% respectively; whereas the average annual growth rate is 10.33%,16.48%,0.20% and 17.35% respectively in accordance with their share.
