A Study On The Impact Of Transfer Payment On Equalization Of Basic Public Service At Coubty Level

China's current fiscal decentralization system has created a general match between the various levels of government power and power,and because the county governments have unequal own financial resources,there is a clear "reconstruction of light public service" tendency of the local government expenditure structure.But the county governments provide residents with basic public services.They are "the first line",equalization of basic public services at the county level is the real sense of equalization.Based on the panel data of county level in Henan Province from 2002 to 2007,I constructs a basic public service index system with a total of 10 indicators of three levels which covering the three basic aspects of compulsory education,basic health care and social security.Using the Spatial Durbin Model(SDM),this paper examines the spatial correlation between total transfer payments,special transfer payments,financial transfer payments and tax returns,and basic public services,compulsory education,basic health care and social security supply levels.The study found:(1)the basic public services of Henan Province have shown a strong space agglomeration effect.Aggregate mode is "high-high" aggregation or "low-low" aggregation.(2)Not only the increase in the total amount of transfers will increase the level of basic medical and social security and social security,but also has positive spatial spillover effect on the level of basic medical and social security supply in adjacent counties.(3)The increase in the amount of special transfers will increase the level of basic medical and health supply,and will have a negative impact on the supply level of compulsory education in this county.The increase of per capita financial transfer payment will improve the level of compulsory education supply,and produce negative spatial spillover.The increase of tax rebate per capita will help to improve the level of basic medical and health supply,but its impact on social security and compulsory education is not significant,but the per capita tax return has a negative spatial spillover effect on the supply level of compulsory education.Therefore,in order to better play the transfer of public services equalization effect,the first,to increase the total financial revenue to improve the county government's own financial resources to improve its ability to provide basic public services;The second is to improve the provincial transfer payment system,the transfer payment system is to balance the county financial resources and thus promote the equalization of basic public services as an important means to provide public services as a terminal,the countygovernment in the calculation of local public service supply level should be sufficient;Third,improve the legal system,to provide equal access to basic public services system.The fourth,the establishment of a reasonable system of government performance appraisal and introduce intergovernmental horizontal competition mechanism,the formation of a healthy environment and the effective behavior of government constraints.
