| Nowadays science and technology are primary productive forces, and finance is the propulsion for modern economy. As a new round of global economic breakthroughs in science and technology innovation emerges, our country’s economy transformation is at a critical stage of upgrade, sci-tech finance makes considerable contributions to current economic growth. Since sci-tech finance as a new concept develops slow, its definition as well as theoretical system of sci-tech finance has not been completed perfectly. The development of sci-tech finance, to a large extent, depends on the merits of the sci-tech finance environment. At this point, the analyses of Hunan sci-tech finance ecological environment are based on the idea of common development, and progress. With the current good momentum of economic development, unbalanced coordination of environmental issues leads to a series of problems. Researches on sci-tech finance ecological environment aim to identify weaknesses of current sci-tech finance development, optimize the sci-tech financial resources in a more reasonable way, and enhance the capability of technological transformation of achievement and innovation. By seizing the great opportunity of current sci-tech finance development, and coordinating sci-tech finance ecological environment problems, the paper also aims to promote a virtuous circle, healthy development, a win-win situation of Hunan sci-tech finance,.From the perspective of the ecological environment, the paper chooses Hunan Province as an object of research, following the basic principles of science, system and sustainability. Development of Hunan sci-tech finance ecological environment taken into account, it builds up an evaluation system for sci-tech finance ecological environment through a comprehensive selection of economic factors, financial factors, science and technology factors, government behavior, credit and legal environment with 29 indicators of five elements. The paper carries out the research with detailed Hunan Province data collection, factor analysis in specific operation and usage of SPSS software and makes empirical analysis of Hunan sci-tech finance ecological environment from 2006-2012. The results imply that:(1) Generally speaking, the sci-tech finance ecological environment of Hunan from 2006 to 2012 is on the rise, indicating that the overall situation of sci-tech finance ecological environment of Hunan is excellent. But the development between 2006-2010 is significantly better than between 2011-2012, for the decline of financial investment in Hunan between 2011-2012; (2) Analyses show that among the main factors of affecting Hunan sci-tech finance ecological environment, the financial factors affect the largest, followed by the rapid development of science and technology factors, government behavior and credit and legal environment have also improved, and the least ones are the economic factors. This paper argues that we should further improve the quality of Hunan sci-tech finance ecological environment by regulating government behavior, bettering credit environment, and optimizing financial resources, so as to achieve the overall improvement of level and to promote better development of Hunan sci-tech finance ecological environment. |
