| Tourism industrial policy is promulgated by the government. It’s the sum of a series of strategies, laws, regulations, and measures, which based on the industrial economy. Tourism industrial policy is the basis for the development of tourism industry in a certain period for one country or one area, and the goal is to promote the tourism industry. Since the founding of China, the development of tourism industry is always under the guidance of tourism policy. After the reform and opening up, the national economic strength is rising, and people’s living standard has an improvement. Tourism industrial policy has intensified the support and boost efforts to adapt to the development of tourism industry. Existing research has many achievements about the content, the assessment, and the performance of the tourism policy, but the studies on trend and motivation of the vicissitude are not deep.On the base of the existing research study, this paper has get the connotation of tourism industrial policy by exploring the concept of policy, public policy, and industrial policy. It Emphasizes two core points, one is taking the government as the main body in the policy, and the other is that promoting the development of the tourism industry. Further, build a hierarchical system, which provides incentive policies and affordable as major categories, and is divided into 13 small classes according to the content to get a four layers specific tourism industrial policy system. Simultaneously, by introducing theory of Systematology into research, taking the policy subject, policy medium, policy object and policy environment as an interrelated and unified system.In the central part,by collecting and sorting all of the policies about tourism, getting nearly one thousand files that promulgated by national or local tourism administrative departments from 1978 to 2013 after reform and opening up. They are the research samples. With the aid of statistical tools and geographic information system tools, this study has discussed sample tourism industrial policy from the aspects such as time, space, content and structure and layer. Besides, on the basis of the research of tendency, build dynamics model of the trend of tourism industrial policy, which according to the policy of internal environment of the pulling force factors and external environment of the impetus factors. And the next step is discussing the influence of the effect and influence factors and the measures. According to this research, the following main conclusions could be getting:(1)China’s tourism industrial policy system has almost established experience 30 years development since the reform and opening up. In terms of system, on the basis of national policy, and regional policy as supplement, the development of tourism industrial policy has experienced a relatively complete growth after the reform and opening-up, and formed a relatively complete system. In terms of structure and layer, tourism industrial policy file covers the laws, regulations, department regulations, normative documents and targeted policy for each layer. And in terms of content, tourism industrial policy including files about development of travel agencies, hotels, scenic spots, transportation, and other important industries and departments around tourism, and also policy of organizing construction and supervising whole industry.(2)The trend of tourism industry policy performing: in terms of time, the national tourism industrial policy has experienced three periods of growth period, down period, wave period; In terms of structure and layer, the files in order to establishing system such as laws and regulations, and other normative guiding documents complement each other; In terms of content, the priority is policy of organizing construction and developing hotel industry, and gradually evolved into various into all fields of industry, and then evolved to targeted policy in guiding the specific process of certain industry. The local policy is consistent with the trend of national policy in time, contents and layer. Besides, the trend of space for local tourism industry policy is shown as: the center changes from caption and parts of the eastern provinces to the southwest provinces, and then spread to all over the country. In essence it’s twice shift of the center of gravity, that the first time is changing from "political and economic highlands" to "natural and cultural resources highlands", and the second is to "policy dependent highlands".(3) Tourism industrial is an organic system, and the change of policy is impacted by with the internal motivation and external environment together. The internal motivation contains the accumulation of the particularity in infancy, the contradiction between supply and demand caused by the development of industry, and the interests of the related organizations of industrial policy. The external environment contains reform and open up policy, the background of economic development, and the effect of some certain events. The effects of policy implementation exerted and changed inside and outside environment, and then influenced industrial policy in turn, so as to form a circulation evolution model.Although there are some problems about the development of tourism industrial policy, such as uneven regional development and weak in pertinence of some policies, tourism industrial policy still plays an irreplaceable role in promoting the development of the tourism industry, boosting tourism industrial system perfectly and taking off tourism economic in our country. This paper tries to supply certain reference value for the future of tourism policy areas related research by realistic data analysis and clear expression of the trend. |
