Administrative assets are occupied by administrative institutions at all levels to use, according to fulfill social functions, maintaining social stability of various tangible and intangible assets in general. To strengthen the management of administrative assets, improve administrative efficiency in the use of assets, not only can better assist government offices, to avoid wasting resources, to a certain extent, prevent the occurrence of corruption; and for the transformation of government functions, and establish close to the people, love the people, for the people image of the government services, have important implications for the maintenance of social stability and promote economic development. At present, the Chinese government in the management of administrative assets, use and other aspects of performance improvement is still not formed a unified model, some civil servants in the process of using administrative assets not establish “care, conservation, people” consciousness, more worse the administrative assets as personal property, serious corruption and waste. At present, the Chinese government administrative scholars research assets are concentrated in management, the relatively few assets to enhance administrative efficiency in the use of research, which is paper discusses the problem of administrative asset performance basis.To investigate the cause of asset performance of administrative problems, we must fully draw on experiences and practices of Western government on the issue. Japan, the United States, Germany and other Western countries, a high level of social and economic development, institution building is relatively mature, so the government in dealing with the assets of many administrative practices is worth learning and reference. Although different levels of social development of each country, there are differences in government functions, the scope of the administrative performance evaluation of assets there is a big difference, but these differences do not prevent us some ways of learning and reference. This paper will adequately studied foreign governments, especially in Japan, the United States, the German government in dealing with the administrative practices of assets, control the behavior of our government in the relevant areas to identify and analyze the reasons for the differences existing differences in an attempt to draw lessons on the basis of on the Chinese government to enhance the performance of administrative assets propose solutions to make the government can play a role of administrative assets greatest degree.This article will focus on the foreign government in contrast to all aspects of administrative and institutional assets expanded by analyzing practical and theoretical background, and foreign governments to find the theoretical and practical aspects of the differences in the performance of administrative assets; on the basis of relevant theories, drawing on foreign government assets practices to enhance the administrative aspects of performance, based on the comparison, the data have been obtained as a complete and comprehensive analysis of the flaws and shortcomings of the government in improving the performance of the administrative aspects of the existence of assets; finally solve these shortcomings and deficiencies of Chinese government to enhance the administrative performance of assets policy recommendations.Overall, the innovation of this paper is to use comparative analysis method, by comparing the country and Japan, the United States, the German government at different administrative practices in handling assets, can a more comprehensive analysis of the foreign government administrative asset performance levels than the reasons for the high and the control of our government experience, to enhance the performance of administrative assets propose targeted policy recommendations. At present, research scholars government administrative assets remained mostly in terms of management, administrative and institutional asset performance to explore research from the perspective of comparative foreign and rare. So I hope that the results of previous research in this area to be a supplement, to enhance the performance of administrative assets make some contribution.
