Evaluation Research On Rural Construction Standard System Based On The Theory Of Public Products

The construction of the villages and towns is an important part of China’s urbanization development, rural construction activity also covers a wide range of issues of population, environment, resources, etc. In the major policy background of building the new socialist country and developing the integration of urban and rural regions, how to do well in the work of the construction of the villages and towns has become a key issue that some people study. The standard system of the development of the construction of the villages and towns refers to a series of principles and norms which guide the development of the construction activities of the villages and towns and have a very important guiding role for the development of the construction of the villages and towns. Whether the standard system of the development of the construction of the villages and towns can be implemented effectively or not will directly affects the daily living and production of the rural residents, the environment and the resources of the villages and towns. The scientific and systematic analysis of the construction standard of the villages and towns can better help the existing rural construction standard realize own revision and dynamic adjustment and also provide the theoretical basis and technical support for the compilation and implement of the new standard and further comprehensively guarantee smooth carry-out of the construction activities of the village and towns.According to the theory of public goods, the thesis will do a full range of evaluation of the construction standard system of the villages and towns from the formulation of the standard to the implementation and to the result of the implementation. In order to show the evaluation result better, in accordance with the difference of the discussed objects, the standards of the construction standard system are divided into the standard of the engineering construction of the villages and towns and the construction products of village and towns. The basis of this division is the implementation of the standard. Among which, the construction standard of the villages and towns mainly discusses the formulation of the standard and the implementation stage and takes the input index in the process of formulating the standard and the output index in the process of implementation of the standard into consideration. The thesis uses the least square method to determine the weight of each index and adopts the fuzzy matter-element method to build the evaluation model; About the construction products of the villages and towns, the thesis focuses on the building facilities after the completion of the construction under the guide of the standard which are whether in accordance with energy saving, water saving, land saving and other requirements or not and the using construction materials which whether conform to the safety and environmental protection index. Finally, in order to verify the validity of the model, the thesis will do empirical analysis of the grey model which is built by the data of questionnaire survey, carry on the summary of the thesis under a comprehensive analysis of the result of the model, propose the targeted measures and suggestions and then service better for the formulation and implementation of the construction standard of the villages and towns, the better develop and utilize of rural construction activities on the environment and resources.
