As a clean, efficient and affordable energy, LNG(Liquefied Natural Gas)has got the favor by many countries.China is also actively involved in the control of global environmental pollution and ecological system management, this need to raise the proportion of natural gas in primary energy structure, developing LNG industry is a direct & effective method. Shanghai LNG project, which is the third LNG terminal station in China, has been completed and put into operation at the end of 2009 at Yang Shan seaport, XiMenTang island. This LNG project could help to solve the problem of energy security as well as ecological environment protection in shanghai, and will guarantee the sustainable development of the economic and society of Shanghai city.Because LNG has low temperature(-162 ℃), high pressure, inflammable, explosive and other characteristics.LNG or NG(natural gas) easy occurred to leak in the discharge, storage, and transport and in LNG gasification process. The disaster will be enormous in the event of leakage or fire explosion accident. Hence, it is critical that F&GS system is implemented in LNG projects to prevent the happening of the accident. As a brand-new & complex industrial monitoring system, it is the first time that F&GS system is fully implemented in China domestic LNG projects. Because of the system itself has inevitable limitations at present neither in technology nor management which needed to be improved during the process of its design stage, construction stage, and trial run stage. Every measurement should be taken to prevent unfavorable factors in advance. This paper will introduce lean six sigma management theory, relevant methods and tools in details. And this paper also introduces how to improve management according to the specific situation to choose the appropriate methods and tools at design, construction, commissioning stages.F&GS system often start alarm falsely during the production. It is difficult to use a single management model to solve the problem due to F&GS is working under complex working conditions. In order to solve such problems, this paper will introduce in detail LSS(lean six sigma) management theory, relevant methods and tools, this is one of the most advanced management mode.LSS absorb the advantages of lean and six sigma management and compensate for the lack of a single management mode. And it is not only deal with the different stages of a process or different problems of a process, but also can deal with complex system problem. This paper will focused on the LSS theory, its characteristics and implementation steps, and will implement LSS management mode on F&GS process for continuous improvement. Finally this new management mode will help to eliminate the root causes of false alarm, reduce the cost and improve the performance of F&GS, and will help to guarantee the safety in production. Moreover, the successful implement of the new management model will set new reference for the coming LNG projects in China.
