Logistics as a third-party source of profit has been affected by major industry attention at home and abroad, many production and distribution companies have established their own logistics distribution center for unified management, to make the distribution more efficient, higher degree of specialization, lower cost, a higher level of service. The selected pharmaceutical logistics in this article is a liquidity and strong timeliness industry, its distribution generally has a low-volume, multi-species, multi-frequency characteristics. However, China’s pharmaceutical logistics start late, goods from production to distribution are more focused on the storage, handling, transport resulting in about 40% of the total cost of logistics costs. High consumption and low efficiency is bound to affect the entire chain of the pharmaceutical logistics adversely.Although the medical logistics start late with high costs,this has great potential in the logistics cost savings. In terms of cost savings, effective arrangements in vehicle scheduling will have profound impact on logistics operation. Customer’s individual requirement is also needed while enterprise pay attention to improve the efficiency of logistics distribution and lower the cost. Only by balancing the quality and cost of service can enterprises rise their market share.According to the the strong timeliness of pharmaceutical logistics, this paper propose a customer satisfaction fuzzy membership function. And then turn customer satisfaction fuzzy membership function into time penalty cost function, establish VRP model which goal is to minimize transport and time penalty costs. In this paper, two different weights are given to seek the equilibrium point between the service costs and quality. The innovation of this paper is to add maximum time penalty cost constraints that the penalty cost of delivery vehicles cannot exceed the maximum time penalty cost. And then a saving algorithm is designed to solve the model. Finally we use a case to validate the operability of the model. The research on pharmaceutical logistics distribution center vehicle scheduling problem has certain reference value.
