A Research On Investment And Financing Mode Of BT In Municipal Infrastructure Of Sichuan Province

Since the 20 th century, urbanization continues to accelerate, and urban development by supporting municipal infrastructure investment is also increasing, while a lot of construction projects are too dependent on government funding. Subject to government funding constraints, the investment in infrastructure construction is insufficient, hindering the city’s economic development.In order to broaden the financing channels of the government and speed up our infrastructure, we referenced advanced foreign experience in infrastructure construction; introduce a new financing model, which is BT investment and financing mode.BT model will help alleviate the huge government investment to build infrastructure pressures, decentralized infrastructure risks, it plays an important role in promoting infrastructure and enhancing our efficiency and effectiveness. So, the system-depth study of BT infrastructure investment and financing mode has very important practical significance.Firstly, we studied the investment and financing mode of two infrastructure projects in Sichuan Huaxi Group, and summed up the advantage of two projects in BT mode; then,we analyzed the difference on investment and financing mode of the two model, we found the following problems when using BT mode of operation: the financing channels is single, the management system is not perfect, double taxation, in order to solve these problems we propose a corresponding improvement measures, which can provide a reference for investment companies and other construction companies on the use of BT model provide in infrastructure, and help to reduce costs and increaseFinally, we also studied the projects risks during operation, and put forward the corresponding avoidance measures for different risk categories.
