Research On The New Operation Mode Of Tianjin Infrastructure Construction And Investment Group Corporation Limited

Urban Urban Infrastructure is the material carrier for the maintenance and development of a city. As a product of the reform of the investment and financing system for urban infrastructure, Urban Infrastructure Investment Company (UIIC) has played an important role to stimulate the financing and construction of urban infrastructure and improve the efficiency of its assets. However, a key problem for UIIC is how to ensure the preservation and appreciation of the state-owned assets and the sound development of urban infrastructure along with the impact of macro-policies made by the central government.Since 2004, a series of macro policies has affected the operation of Tianjin Urban Infrastructure Construction Investment Group Company Limited (Tianjin Urban Infrastructure Investment Company), which needs to change its previous operation mode and try a new one. The innovation point of this dissertation is in the following aspect : Based on the whole process of infrastructure investment and construction ,this dissertation refines the operation mode of Tianjin UIIC by dividing it into financing mode, construction & management mode and asset management mode .Centering around the above problem, this essay mainly discusses the following three aspects:(1) Researching the theories on financing & construction of urban infrastructure by using norm analysis methodology;(2) Based on the analysis of the motivation for the reform of Tianjin UIIC, this dissertation does research on the UIIC of Shanghai, Chongqing and Beijing, using benchmarking-based methodology. Then, this dissertation concludes the characteristics of each one and finds out an enlightenment to the operation of Tianjin UIIC.(3) This dissertation discusses the new operation mode of Tianjin UIIC. Through the study on its previous operation mode and the problems during its operation, more has been discussed about the new mode of financing, the new mode of construction and management and the new mode of asset management of Tianjin UIIC .
