With the adjustment of national policies, China communication industry has entered the competition stage. China Mobile as a leader of the three operators, in order to maintain a stable growth, we must continue to cultivate professional talents to meet the needs of the market.In this paper, “Quality model-based the De Yang Mobile full-service personnel training system”, by way of the research on the cultivation of the whole business talent, Deyang mobile business operation of the human resources training system to lay the foundation, make it adapt to the development of future communication industry requirements. The competency model as a full service personnel training bases, so as to raise the training effect test. At the same time, the variety of the mode of talents training countermeasure, according to the most effective way to promote the competency model of content selection. This paper describes the theory of all business operations and competency model, then the situation of Deyang mobile training management system are analyzed, with emphasis on the analysis of the whole business talent development strategy, and then classify the Deyang mobile business talents, and the talents of all kinds for the design of the competency model, finally put forward relevant countermeasures and suggestions.In this paper, the quality model theory as the basis for the model to build the training business talents, will provide guidance for the other brothers all service personnel training, and training work for other positions in the development of the company to play a reference role.
