On May 24,2008, the Ministry of Industry and Information Technology (MIIT), National Development and Reform Commission (NDRC), and Ministry of Finance jointly issued the "Notice on Deepening the Reform of Telecommunication System", which marks that China’s telecommunications industry has entered an era of full-service operations.After the restructuring, the three major full-service operators that came into being, namely China Mobile, China Telecom and China Unicom, started from different points, and subsequently shared different competitive edge in the mark. Among the three, China Mobile is obviously the weakest in view of full-service network resources and service capability. How should China Mobile improve its weakness of lacking fixed network resources and turn to the most valuable user group to develop full-serve operations have become hot topics in China telecom market.Upon in-depth analysis and study of the business mode of overseas full-service operators, we found out that developing convergence business is the common feature of full-service operations, and a convergence network with unified control of mobile and fixed access is the foundation of providing full services. Based on further research and analysis of technology development tendency, cost analysis and future evolution capability, the essay established IMS+GPON as China Mobile’s full-service operation network structure, and recommended China Mobile to take the enterprise clients as its most valuable user group. The essay also brought further discussion on the fixed broadband access solution for the enterprise clients under IMS+GPON network structure.The essay takes below scenarios as major analysis objects and provides broadband access solution plans for the enterprise clients:1.
