Reseach On Employment Training Policy Of Land-lost Farmers Of Chengdu

Urbanization is a process of social industrial structure upgrade transformation and a expanding process of urban space which accompanied by farmland transfer to urban land. The urbanization is a kind of administrative instruction, it has a significant impact on land-lost farmers, however the employment of the land-lost farmers become a more prominent contradiction, the main reason embodied in the social factors, institutional factors and personal factors. Firstly, in social factors, under the traditional dual ecnominc system, there are social prejudice in the employment of land-lost farmers,they are difficult to adapt to the city. The second factor is institutional, the training policy of the land-lost farmers has lacked pertinence, the land-lost farmers did not fully enjoy the welfare policy just like a sandwich between the citizens and peasants. The last factor is personal, most of land-lost farmers do not have work skill which adapt to urban jobs. On the other hand, with the rising of urban industral structure, the industral development need higher quality in labour fields but the land-loss farmers are not adapted to these and difficult to employ. Therefore, these problem illustrate that the citizenization of land-lost farmers have been a long way to go. However, the employment training is a kind of way to realize the goal that land-lost farmers are be transfered to citizen. In 2006, Chengdu firstly broke the dualistic economic system in china, the urbanization rate has been increased, and the employment of land-lost farmers has been improved. But there are many problem in employment training of land-lost farmers need to solve, such as the training policy of the land-lost farmers has lacked pertinence. the one reason is that the land-loss farmers have not been as seen a rural household registration, but they are also not be conformed to the empolyment trainning of the farmer. The other reason is that the trainning policy is not fully distingush between citizens and the land-loss farmers. according to the particularity of the land-loss farmers. So the research want to explore a way to perfect the training policy.The paper comprehensively analyzes the employment trainning policy of chengdu including the context and implement of the policy. And then it presents some suggestions to perfect to the policy. Overall, the employment trainning policy of the land-loss farmer shuold be distinguish between the farmer labour force and the unemployed person of city and should be adapt to the particularity of land-loss farmers to carry out the trainning.
